Since 2014, Niagara College KSA (NC KSA) has operated technical and vocational training colleges throughout the Kingdom of Saudi Arabia in support of the Vision 2030 initiative and in partnership with the Colleges of Excellence (CoE). All NC KSA campuses also offer a foundation program for English language development.  Applicants are invited for the position of Officer, Human Resources, at Niagara College KSA Corporate Office in Riyadh. Reporting to the Manager, Human Resources , the Officer, Human Resources is responsible for attracting, supporting, and retaining high-performing employees. The incumbent will also play a key role in the implementation of initiatives, policies and practices which ensure the regulatory compliance of Niagara College KSA, as well as contributing to a safe, rewarding, and inclusive working environment for all employees.  Responsibilities include but are not limited to: Maintain an understanding of Niagara College KSA policies and procedures, ensure they are consistently and accurately applied across the business, and suggest improvement to them. Monitor changes to Saudi Labor Law and how these have led to modifications in the policies and processes of Niagara College KSA Visits Niagara College KSA campuses across KSA as needed and provides employees with a service that is supportive, professional, prompt, accurate, consistent, and unbiased Monitor Employee Liaison Appointments and Queries through Freshdesk ensuring that employees receive an efficient and accurate response to queries Contribute to the planning and delivery of an effective induction program to new employees, assisting with the preparation of email addresses, medical insurance, and similar organizational benefits and requirements  Provide support, training, and guidance to employees in the consistent application of  policies and procedures across Niagara College KSA Liaise with the Finance department staff to submit individual payroll, benefits and vacation entitlements Liaise with the Government Relations department to deal with all the duties required by GOSI, MHRSD, Muqeem and other government bodies as required Lead on the performance management processes and handle staffing issues  Collect, prepare, organize, and maintain a variety of highly confidential employment-related records, files, reports, and certifications relative to Human Resources functions Coordinate the requests for queries from the HRIS and ATS systems as directed Identify areas of opportunity to improve existing HRIS and ATS processes, functionality and workflow, and maximize technological capabilities to reduce manual processes and to improve data management and efficiency Serve as a resource for management and HR Team on all issues associated with personnel files, HRIS records, and other confidential documents Lead on the recruitment process including preparing job description, advertising, posting, shortlisting, pre-screening, interviewing and management of vacancies including the maintenance of relevant progress trackers through to production of formal offer. Assist with the research and development of effective advertising, marketing, and employee attraction campaigns Produce employee contracts, riders and similar documentation required to formalize employment contracts and changes to conditions of employment. Lead on the mobilization and demobilization of employees Assist with the development of an interactive and engaging onboarding program that guides new employees at the point of accepting a role through to their arrival in their work location. Ensure compliance with local labor laws, regulations, and agreements Assist with the development of employee handbooks, manuals, and training materials Contribute to the wider functions of the HR Team by developing an awareness and ability to carry out the roles of others during periods of high demand and when cover is required Support the HR department in quality assurance activities, including participation in internal and external audits and maintaining documentation required for institutional accreditation   Required qualifications, at a minimum, include: A Bachelor’s degree in Human Resources from a recognized university, or a Bachelor’s degree accompanied by a professional Human Resources qualification A minimum of four (4) years’ experience in HR Knowledge of Saudi labor laws and regulations  Experience administrating HRIS and Applicant Tracking Systems Demonstrated experience of thoroughness, accuracy, and preciseness Proven ability to multi-task, work under pressure, meet deadlines, prioritize, and manage time efficiently  Ability to act with professionalism, integrity, and confidentiality Excellent customer service, negotiation, problem-solving, and organizational skills  Excellent oral and written communication skills in English and Arabic Excellent IT skills especially around use of Microsoft Office Suite Saudi Nationals will only be considered as per Saudi Labor Law
