Apply & track with Apply EdgePOSITION SUMMARY:The Licensing and Onboarding Manager leads the end-to-end professional licensing, pre-boarding, and onboarding function across American Hospital Dubai. The role ensures healthcare professionals are processed in accordance with Dubai Health Authority (DHA) licensing requirements and that clinical, administrative, support, leadership, and international hires complete all pre-employment and joining requirements accurately and on time. STATEMENT OF VALUES:An employee of the American Hospital Dubai is expected to promote the mission and philosophy of the hospital by acting in a caring, courteous and confidential manner towards patients, visitors, colleagues and staff by performing their duties and responsibilities according to the expected standards in order to fully meet patient care needs.DUTIES AND RESPONSIBILITIES:Leads the Licensing and Onboarding function across all assigned workforce groups, establishing standardized workflows, service levels, responsibilities, escalation pathways, and controls from offer acceptance through successful joining and onboarding completion.Oversees DHA professional licensing activities for applicable healthcare professionals, including eligibility review, document validation, DataFlow Primary Source Verification, required assessments, registration, license activation, renewal, cancellation, and maintenance of current licensure records.Ensures candidates meet applicable qualification, experience, good-standing, registration, and credential requirements before submission; coordinates complex or exceptional licensing cases with DHA, DataFlow, candidates, recruiters, clinical leadership, and other relevant stakeholders.Directs pre-boarding and mobilization activities including reference checks, pre-employment medical requirements, visa coordination, travel arrangements, housing coordination, medical and malpractice insurance requests, employee documentation, ID preparation, and joining readiness for local and international hires.Oversees onboarding for clinical, administrative, support, senior leadership, and executive hires, ensuring timely completion of joining formalities, job description acknowledgement, required orientation, induction materials, hospital/clinic introductions, system access coordination, and mandatory pre-employment documentation.Coordinates with Medical Affairs and relevant clinical governance teams for physician and independent-practitioner credentialing and privileging requirements, ensuring HR onboarding and DHA licensing processes are synchronized without replacing statutory medical credentialing responsibilities.Maintains complete, accurate, confidential, and audit-ready licensing and onboarding records, trackers, employee files, expiry schedules, approvals, and system data; ensures compliance with DHA, JCI, organizational document-retention, privacy, and delegated-authority requirements.Monitors and reports licensing and onboarding KPIs including time to license, time to onboard, application turnaround, file completeness, pending cases, license expiries, candidate drop-off, onboarding completion, service-level performance, and recurring process risks; implements corrective actions and escalates material exceptions.Leads process improvement and digitalization of licensing and onboarding activities, including workflow automation, standard templates, candidate communication, portal/system controls, expense governance, and vendor coordination.Manages and develops the Licensing and Onboarding team through workload allocation, coaching, competency development, cross-training, succession planning, and clear accountability for compliance, service quality, candidate experience, audit readiness, and organizational priorities.Undertakes any other duties, responsibilities, or assignments reasonably required to support the effective performance of the role and the operational needs of the organization.QUALIFICATIONS & SKILLS:Bachelor’s Degree in Human Resources, Business Administration, Healthcare Administration, Management, or a related discipline; Master’s Degree is preferred.Professional HR certification such as CIPD, SHRM, HRCI, or equivalent is preferred.PROFESSIONAL EXPERIENCE:Minimum of six (6) to ten (10) years of progressive Human Resources experience, including at least three (3) years in healthcare licensing, onboarding, credentialing support, HR operations, or a related supervisory/managerial role.Demonstrated experience managing DHA licensing processes for healthcare professionals and coordinating DataFlow PSV, assessments, registration, activation, renewal, cancellation, and complex licensing cases.Strong experience managing high-volume onboarding and international mobilization, including visas, travel, housing, pre-employment medicals, insurance, employee documentation, orientation, and joining readiness.Experience supervising a team, managing operational KPIs and service levels, preparing management reports, resolving escalated candidate/employee cases, and leading process improvement or digitalization initiatives.Experience within a tertiary, multi-site, or JCI-accredited healthcare organization is highly preferred, with exposure to physician, nursing, allied health, administrative, support, senior leadership, and executive onboarding.Excellent command of spoken and written EnglishWell-versed in Microsoft Office applicationsKnowledge of the Dubai Health Authority's Professional Qualification Requirements (PQR) for Nurses and Allied Health ProfessionalsPrevious Middle Eastern experience in the Healthcare sector is preferable
