With the vision of utilising tokenised money to rewire and supplement existing financial infrastructure for the betterment of the real economy, the initial goal is to build and advance the regulated HKD stablecoin “HKDAP” to serve as a secure tokenised medium of exchange for digital economy and to facilitate international payments and capital flows. It is one of the first entities granted with a stablecoin issuer licence (licence number FRS01) by the Hong Kong Monetary Authority under the Stablecoins Ordinance in April 2026. Job DescriptionThis role will be responsible for supporting new client (i.e. Authorised Distributor) onboarding process and leading ongoing monitoring, carrying out screening and end-to-end management of related escalations (from transaction screening and monitoring to assisting with in-depth investigation and resolution of suspicious on-chain activities alerts), and assisting with our organization’s ongoing effort to develop best-in-class practices in AML/CTF for regulated stablecoins.The role sits within the Client Coverage function reporting directly to the Chief Commercial Officer, and partners closely with our Risk and Operations teams, to ensure rigorous adherence to our organization’s Customer Due Diligence (CDD), Transaction Monitoring, Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) policies, procedures and controls.Key ResponsibilitiesOnboarding due diligence and account reviewResponsible for new client onboarding due diligence process (and support other aspects of onboarding where applicable)Review relevant due diligence questionnaires, KYC documents, perform wallet and name screening, etc as part of our holistic client review processPerform comprehensive assessment and assign relevant customer risk ratingsAddress and resolve any issues or concerns that may arise during client onboarding process and in their ongoing relationships with our organisationMaintain accurate and up-to-date records of client interactions and due diligence recordsConduct periodic review on authorised distributors throughout account relationship, including but not limited to KYC information refresh, site visits, confirming stated internal controls remain effective, confirming their transaction/user monitoring remain effective, etcTransaction and activity monitoringEnsure client transactions and activities remain compliant with our organisation’s CDD, AML and CTF policies and relevant regulatory requirementsOngoing monitoring of transactions and dealings with onboarded clientsUtilise blockchain analytics tools and other internal platforms to monitor transactions for irregularities, red flags and potential illicit activities based on defined risk and alert parametersUndertake and assist with required actions under risk’s instruction, e.g. client offboarding, account or wallet blocking, etcResponsible for raising RFIs as part of transaction surveillance and client monitoringPrepare Suspicious Transaction Reports (STR) and escalate to risk team where appropriateCollaborate with internal teams to obtain context and insights related to flagged activities and further escalate any identified issuesCreate regular internal reporting in relation to client wallet and transaction surveillance, and potentially asset-level analysis of usage/transaction patternsStakeholder education and otherHost periodic education sessions or workshops for clients and potentially other stakeholders e.g. regulators and law enforcement regarding compliant use of our stablecoins and our platformStay informed on evolving regulations, monitoring tools/solutions for regulated stablecoinsQualificationsDegree holder10+ years of relevant experience in financial crime compliance, transaction surveillance and institutional onboarding in the financial services industryDirect experience in carrying out the function in the context of digital assets, including but not limited to working at digital asset exchanges, or covering digital assets at traditional banksHave solid knowledge of the relevant regulations and requirements on AML/CTF and sanctions in Hong Kong (and preferably across multiple jurisdictions)Relevant knowledge about blockchain technologies, digital assets and stablecoinsExcellent verbal and written skills in English and Chinese (both Mandarin and Cantonese)High agency, intellectually curious, organised, and strong problem-solving skillsAbility to work effectively both independently and as part of a teamApproachable, attentive, able to work under stress and has a positive attitudeProficiency in commonly used KYC/name-screening tools (e.g. World-Check) and blockchain analytics tools (e.g. Chainalysis)
