Operations Department Manager

Geo-Jade Petroleum – South Basra Integrated Project (SBIPRO) is seeking an experienced ( Expats Candidate ) Operations Department Manager 15 years solid Oil & Gas experience . This role works with Operations Department on rotation basis based in Basra Iraq.Job ObjectiveLead the safe, reliable, compliant and cost-effective operation of the Company's refinery and downstream facilities. The role is accountable for achieving approved throughput, product quality, yield, energy and availability targets; maintaining disciplined operating practices and process safety controls; coordinating with Maintenance, Technical, Projects, HSE and Commercial functions; and developing a competent operations workforce for steady-state operation, start-up, shutdown and emergency response.Key responsibilities of the role1.Lead the Operations Department and translate approved business and production plans into safe daily, monthly and annual operating plans.2.Direct refinery and downstream operations across process units, utilities, offsites, tank farm, product movement, loading and associated facilities within the approved operating envelope.3.Ensure shift teams operate in accordance with approved operating procedures, manuals, process limits, control-room practices and shift-handover requirements.4.Deliver approved throughput, product specification, yield, availability, energy-efficiency and operating-cost targets while protecting people, assets and the environment.5.Maintain effective process safety controls, including Permit to Work, isolation and LOTO, Management of Change, Pre-Start-up Safety Review, alarm management and closure of HAZOP and risk-assessment actions.6.Lead operational readiness, commissioning support, start-up, shutdown, unit stabilization, turnaround execution and return-to-service activities.7.Coordinate closely with Maintenance, Inspection, Reliability and Technical teams on equipment condition, operating defects, maintenance priorities and safe equipment handover and reinstatement.8.Monitor plant performance through DCS information, laboratory results, material and energy balances, operating logs and production KPIs; initiate corrective action when performance deviates from plan.9.Lead the operational response to abnormal conditions, emergencies and production interruptions, and ensure timely escalation, investigation and corrective-action follow-up.10.Ensure products, intermediates, feedstocks, chemicals, catalysts, utilities and storage inventories are controlled and reconciled according to approved procedures.11.Manage shift coverage, workforce deployment, overtime control, leave planning and competent staffing for continuous operation.12.Control operations contractors and service providers, ensuring clear scope, competent personnel, effective supervision and compliance with Company and site requirements.13.Participate in technical reviews, design reviews and plant-modification projects to ensure operability, maintainability, start-up readiness and safe integration with existing facilities.14.Prepare and manage the department's operating budget, resource forecast, procurement requirements and cost-control actions within delegated authority.15.Maintain operational compliance with applicable Iraqi legal and regulatory requirements, Company standards, approved licenses and commitments to relevant authorities and project stakeholders.16.Drive continuous improvement in operating discipline, reliability, energy use, loss prevention, production planning and work-process effectiveness.Key deliverables1.Safe and stable operation of all assigned refinery and downstream facilities within approved operating limits.2.Achievement of approved throughput, availability, yield, quality, energy and operating-cost targets.3.Product quality maintained within specification, with deviations contained, investigated and reported promptly.4.Complete and current operating procedures, shift logs, handover records, readiness checklists and emergency instructions.5.Timely closure of operational risks, incidents, audit findings, process-safety actions and Management of Change requirements.6.Competent shift organization with adequate coverage, assessed capability and succession for critical roles.7.Accurate daily, weekly and monthly operating reports, forecasts, loss analyses and improvement plans.People Management

• Set clear objectives, performance standards and accountabilities for Operations leaders and shift teams.
• Plan staffing, competency assessment, technical training, certification and succession for safety-critical operations roles.
• Coach supervisors and section heads, review performance and address capability or conduct gaps promptly and fairly.
• Support localization and structured knowledge transfer for Iraqi national employees and assigned BOC personnel, in line with approved plans.
• Promote disciplined communication, effective shift handover, teamwork and a speak-up culture across the department.
