The consultant will configure, implement, and maintain Oracle Fusion Payroll Cloud modules, ensuring accurate and compliant payroll processing. Day-to-day responsibilities include analyzing business requirements, mapping them to Oracle Fusion capabilities, designing and testing solutions, and supporting integrations with other Oracle and third-party systems. The role involves preparing functional and technical documentation, resolving payroll issues, performing regular system audits, and supporting month-end and year-end payroll activities. The consultant will collaborate closely with HR, Finance, and IT teams, provide user training, and contribute to continuous process improvement and system optimization.Role OverviewWe are seeking an experienced Oracle Fusion Payroll Cloud Techno-Functional Consultant who can operate across both the functional and technical dimensions of payroll delivery, with deep expertise in KSA & GCC (KSA/UAE) payroll legislation. The ideal candidate will lead end-to-end design, configuration, and development of payroll solutions across multi-country implementations — owning everything from requirements and fit-gap analysis through Fast Formula development, extracts, integrations, and statutory compliance. Mandatory hands-on experience with KSA payroll — both functional configuration and technical build of WPS, GOSI, Mudad/SIF, and end-of-service benefit calculations — is required.Key ResponsibilitiesFunctional — Design & Configuration
- Lead full-cycle Oracle Fusion Payroll implementations — requirements gathering, fit-gap analysis, configuration, testing, and go-live/post-production for KSA legislative environments.
- Configure payroll elements, earnings, deductions, element classifications, and balance feeds for US (federal, state, local), India (PF, ESI, PT, TDS, Gratuity, LTA), and KSA/UAE (GOSI, end-of-service gratuity, WPS-compliant salary elements).
- Design and configure payroll costing rules, cost allocation flexfields, and GL transfer setups to meet Finance reconciliation requirements.
- Configure KSA-specific compliance: GOSI contributions, end-of-service gratuity per Saudi Labour Law, WPS salary file generation, and Mudad integration.
- Configure payroll processing flows, payroll calendars, pay periods, and consolidation groups.
- Manage integration design between Absences and Oracle ERP Financials.Technical — Build & Development
- Design, develop, and debug Oracle Payroll Fast Formulas for eligibility, rates, accruals, proration, taxation, and custom deduction calculations across India, KSA, and UAE legislation.
- Build and maintain HCM Extracts for carrier files, statutory reports, WPS salary files (Mudad for KSA, SIF for UAE), and third-party system interfaces.
- Develop BI Publisher reports and OTBI analyses for payroll reconciliation, costing verification, and regulatory compliance reporting.
- Design and implement HDL and HSDL templates for payroll data migration, element entry uploads, and balance initializations, including GOSI and end-of-service gratuity balance loads.
- Develop and maintain payroll costing subledger extensions and custom GL account derivation logic using FBDI and Account Coding Rules.
- Define payroll fast formulas for custom calculations including proration, variable pay, and statutory compliance rules across all supported legislations.Shared — Delivery, Testing & Support
- Conduct CRP (Conference Room Pilots), SIT, UAT, and parallel run testing with client payroll teams across all legislative regions, including defect triaging for both configuration and technical issues.
- Develop and maintain functional design documents, technical design documents, data flow diagrams, API specs, interface control documents, test scripts, configuration workbooks, and end-user training materials.
- Provide post-go-live hypercare support and manage production incidents through resolution, troubleshooting payroll processing errors, balance discrepancies, and formula compilation failures.
- Assess quarterly Oracle Cloud patch releases for both functional and technical impact — regression test configurations, custom formulas, and extracts post-patching.Core SkillsFunctional

- Experience in multi-country payroll implementations spanning US, India, and GCC (KSA/UAE), with additional APAC or EMEA exposure a plus
- Strong understanding of payroll accounting — journal entries, reconciliation, accruals
- Experience in HRMS/ERP migrations from SAP, PeopleSoft, ADP, Workday to Oracle Cloud
- Familiarity with Oracle Integration Cloud (OIC) for third-party payroll integrations
- Familiarity with WPS file formats and bank integration requirements specific to Saudi Arabia (Mudad) and UAE (SIF)
- Understanding of GDPR, SOC2, and data privacy requirements for payroll data handling
- Prior experience building or supporting WPS-compliant payroll extracts for Saudi Arabia and/or UAE in a live production environment
