JOB PURPOSEThe Oracle HCM Technical Consultant is responsible for the technical design, configuration, integration, and support of Oracle Fusion HCM Cloud across Group's business sectors. The role bridges technical development and functional HR requirements, ensuring the Oracle HCM platform reliably supports Core HR, Recruiting, Payroll interfaces, Time and Labor, and related modules, while maintaining data integrity, security, and compliance with Group and Saudi regulatory standards.KEY RESPONSIBILITIESDesign, build, and maintain technical solutions within Oracle Fusion HCM Cloud, including extracts, integrations, fast formulas, and custom reports.Develop and maintain Oracle HCM Data Loader (HDL) templates and manage bulk data load cycles for new hires, transfers, and mass updates.Build and support OTBI and BI Publisher (BIP) reports for Recruitment, Core HR, Payroll, and workforce analytics stakeholders across the Group.Configure and troubleshoot integrations between Oracle HCM and third-party or Group systems (payroll providers, time attendance, Qiwa/GOSI-linked interfaces, biometric systems).Support Oracle Recruiting Cloud (ORC) technical configuration, workflow rules, and approval hierarchies in coordination with the Group Recruitment team.Manage security roles, data access sets, and role-based access controls in line with Group data governance and segregation-of-duties requirements.Perform impact analysis and technical testing for Oracle quarterly patch updates; validate that new releases do not disrupt existing configurations.Diagnose and resolve system defects, working with Oracle Support and internal IT teams to log and track Service Requests (SRs) through resolution.Partner with HR, Recruitment, Payroll, and Finance stakeholders to translate business and functional requirements into technical specifications.Maintain technical documentation, configuration workbooks, and change logs to support audit readiness and knowledge continuity.Support UAT cycles for new modules, enhancements, and process changes, including test script preparation and defect triage.Ensure data quality and consistency across HCM modules through periodic audits, validation rules, and reconciliation with source systems.QUALIFICATIONS & EXPERIENCEBachelor's degree in Computer Science, Information Systems, Engineering, or a related field.Minimum 4–6 years of hands-on experience in Oracle HCM Cloud technical/functional roles, ideally within a multi-sector or large-scale organization.Demonstrated experience with HDL, HSDL, OTBI, BI Publisher, Fast Formula, and REST/SOAP web services integration.Prior experience supporting Core HR, Payroll interfaces, Recruiting Cloud, or Time and Labor modules is strongly preferred.Experience in the Saudi Arabian market, including familiarity with GOSI, Qiwa, Mudad, and Saudization (Nitaqat) system touchpoints, is an advantage.Oracle Cloud HCM certification(s) preferred (e.g., Oracle HCM Cloud: Core HR, Payroll, or Talent Management Implementation Specialist).
