About the RoleWe are seeking a highly analytical and proactive PMO / Planning & Project Controls Engineer to join our growing Projects Management Department. In this role, you will play a critical part in overseeing a diverse portfolio of commercial and residential real estate developments.The ideal candidate possesses a unique hybrid background: hands-on site execution experience with a Main Contractor, coupled with the strategic governance, portfolio tracking, and executive reporting required by a Real Estate Developer. You will be instrumental in establishing robust project controls, mitigating risks, and ensuring our projects are delivered on time and within budget.Key Responsibilities1. Project & Portfolio PlanningDevelop, monitor, and maintain comprehensive Master Schedules for multiple concurrent real estate projects from initiation to handover.Review, baseline, and critically analyze Level 3 and Level 4 detailed schedules submitted by Main Contractors and consultants.Consolidate multi-project data into clear, PMO-level portfolio reports highlighting overall timeline health, resource allocation, and cash flow forecasting.2. Project Controls & Performance Monitoring (EVM)Implement Earned Value Management (EVM) methodologies to track project performance.Generate and maintain accurate S-Curves, tracking Schedule Performance Index (SPI) and Cost Performance Index (CPI).Identify early warning signs of schedule slippage or cost overruns and propose actionable recovery plans.3. Delay Analysis & Claims ManagementPerform critical path analysis and evaluate Extension of Time (EOT) claims submitted by contractors.Utilize Time Impact Analysis (TIA) and other delay analysis techniques to assess the validity of claims and variations.Maintain comprehensive records of site events, delays, and disruptions to protect the developer’s commercial interests.4. Data Analytics & Executive ReportingDesign, build, and maintain interactive executive dashboards using Microsoft Power BI, integrating data directly from Primavera P6 and advanced Excel models.Automate periodic progress reports tailored for senior management and executive stakeholders.Ensure all data modeling and visualizations accurately reflect real-time site progress and financial milestones.Qualifications & RequirementsEducation: Bachelor’s degree in civil engineering, Construction Management, or a related engineering discipline.Experience: Minimum 7 - 12 years of proven experience in Project Controls and Planning. A balanced career history working for both Main Contractors (site execution) and Real Estate Developers/PMCs (governance) is highly preferred.Software Mastery:Expert-level proficiency in Primavera P6 (building cost/resource-loaded schedules).Advanced skills in Microsoft Power BI (data modeling, DAX, dashboard creation).Advanced Microsoft Excel skills (financial modeling, complex formulas).Technical Knowledge: Deep understanding of EVM, TIA, construction sequencing, and real estate development lifecycles.Language: Professional fluency in English and Arabic.
