Description du PosteThe Plant Purchasing Manager is responsible for ensuring compliance with Imerys' purchasing and supply process in collaboration with site operations, buyers and the prochub (Imerys' shared supply service based in Greece).He/she contributes to the operational monitoring of suppliers and their services.He/She will in charge of creating and deploying strategy at local levelHe/she is required to manage tenders and negotiate according to Imerys' organizational rules and purchasing policy.The Scope13 plants in the center/ North of France Order volume: 5000 orders per yearSpend on Purchases: 80 million eurosKEY TASKS AND RESPONSIBILITIESCompliance with Purchasing Policy:Ensure full compliance with the general purchasing procedure and supplier selection guidelinesIn collaboration with the local procurer and the Procurement Hub, assist in change management and the implementation of good purchasing practices (P-Cards, on-time orders, PR, PO, GR, SI processes)...Compliance with the S2P process:Be the Purchasing Manager for local opex / capex purchase Manage the RFQs, lead negotiations, contract with suppliers and manage their performance. Main categories: Industrial equipment and services (maintenance), indirect, mining and laboratory studies.Establish agreements with recurring suppliersMeet stakeholder's needs and in compliance with Imerys' purchasing policy, consolidate and challenge the requirementsEnsure the proper application of contracts negotiated by the Category Purchasing department Ensure that contracts are properly communicated to internal clients and that they are used correctly.Deployment of the SCF Program: Promote and deploy the Supply Chain Financing (Reverse Factoring) program across the strategic and recurring supplier panel.Working Capital Optimization: Leverage the SCF program as a negotiation tool to align or extend payment terms in line with Imerys' financial objectives, while providing suppliers with an attractive liquidity solution.Management of Capex Purchasing (€100k – €1M)Autonomous Management of Major Investments: Structure, lead, and execute tenders and requests for quotations (RFQs) for all Capex investment projects ranging from €100k to €1M across the France scope.Challenging Technical Requirements: Analyze and challenge technical specifications from engineering and project teams to optimize the Total Cost of Ownership (TCO).Negotiation and Contracting: Lead complex commercial and contractual negotiations (industrial equipment, civil works/new installations, engineering services) while ensuring effective legal and financial risk mitigation.Execution Monitoring: Ensure adherence to delivery milestones, commissioning, and warranty conditions for invested equipment.Supplier monitoring:Responsible of the purchase contracts for local purchase opex / capexSourcing new suppliers and negotiating contractsPropose and manage regional or national purchasing synergies | Streamlining of the site's supplier panelOrganize regular business reviews with local suppliersMonitoring suppliers ‘performance, KPIs (QCDs)Monitor the non-conformity handling process, the action plans implemented by suppliers, and the annual supplier performance evaluation.Ensure the state of the artGathering the local purchasing requirements: anticipate, collect and optimize the sites requirements in terms of quantity and specificationsBe the single point of contact to the plants and the technical centers, ensure a state of the art service level on purchasing topics for our internal stakeholders.Meet stakeholder's needs and in compliance with Imerys' purchasing policy, consolidate and challenge the requirementsEnsure internal customer satisfaction with the performance of the purchasing team.Reporting and analysis, collect and report the sites financial performance including tracking of target savings Support:Be the guarantor of the continuous improvement of the purchasing process.
