The platform will enable government entities and regulated businesses to modernise their applications and infrastructure while meeting data sovereignty requirements. With the sovereign cloud region scheduled to go live in 2027, we are looking for an experienced Principal Consultant to turn this strategic opportunity into large-scale transformation programmes and sustainable business growth.About the RoleThis is a consulting role, not a technical architecture position. Our Sales team opens the door and owns the client relationship. You will lead the transformation conversation, helping clients understand why Oracle and the sovereign region offer the right technology path, what should move, in what sequence, and how their operating model will evolve. Working alongside our Cloud Architect, you will shape commercially viable transformation programmes and share sales and revenue accountability with the commercial team.ResponsibilitiesBuild the strategic case for Oracle and the Alloy sovereign region against AWS, Azure and Google Cloud, addressing business, regulatory and sovereignty requirements.Translate client needs into practical transformation roadmaps, defining migration priorities, implementation waves and operating-model changes.Turn large government technology estates into centrally sponsored, wave-based transformation programmes rather than separate opportunities.Shape, scope and price engagements with Sales and the Cloud Architect, progressing proposals through commercial and contract approval stages.Share sales and revenue targets with the commercial team across licensing, hosting, managed services and implementation.Own the strategic Oracle relationship, including joint value propositions, account planning and partnership development.Develop private-sector opportunities, particularly across regulated financial services and large enterprises.Assess business processes, data readiness and opportunities for AI-enabled transformation as part of client modernisation programmes.Collaborate with consulting and delivery teams across Beyon Solutions and strategic partners to shape integrated client solutions.Qualifications10+ years in consulting or transformation advisory, with substantial GCC public-sector experience.Required SkillsProven success developing business cases and transformation roadmaps approved and implemented by client leadership.Experience shaping multi-year transformation programmes rather than individual projects.Strong working knowledge of Oracle Fusion Applications, Oracle Cloud Infrastructure and managed services, without necessarily being a technical architect.Sound understanding of Oracle's positioning against major hyperscalers.Executive credibility, from programme owners to C-suite leadership, with the ability to influence complex stakeholder environments.Strong commercial judgement and experience contributing to shared sales and revenue targets.Sovereign cloud or regulated-industry experience is advantageous.Fluent English; Arabic is an advantage.Experience connecting business process redesign, operating-model transformation and technology modernisation to measurable business outcomes.
