قدّم وتابع مع أبلاي إيدجJob PurposeThe Procurement Engineer is responsible for managing the technical and commercial procurement of materials, equipment, and services required for construction and hospitality projects. The role ensures that procurement activities are completed on time, within budget, and in accordance with approved specifications, quality standards, project schedules, and contractual requirements.The position works closely with Engineering, Construction, Project Controls, QA/QC, HSE, Finance, Suppliers, Subcontractors, and Project Management teams to ensure timely availability of materials and services and minimize procurement-related delays and risks.Key ResponsibilitiesDevelop and execute procurement plans in line with project requirements, approved schedules, budgets, and material submittal schedules.Review technical specifications, drawings, BOQs, material requisitions, and scope of work to identify procurement requirements.Prepare and issue RFQs, RFPs, and inquiries to approved suppliers and subcontractors.Identify, evaluate, and prequalify potential suppliers based on technical capability, quality, delivery performance, capacity, and commercial competitiveness.Obtain and analyze supplier quotations and prepare technical and commercial bid comparisons.Coordinate with Engineering and technical teams to evaluate supplier technical offers and ensure compliance with project specifications.Lead commercial negotiations with suppliers to achieve competitive pricing, favorable payment terms, delivery schedules, warranties, and other contractual conditions.Prepare purchase orders, subcontracts, and procurement documentation in accordance with company procedures.Monitor supplier performance, production schedules, inspections, delivery dates, and material availability.Coordinate with Project Management, Construction, Logistics, and Stores teams to ensure timely delivery of materials and equipment to site.Track procurement status, long-lead items, critical materials, and potential supply-chain risks.Identify procurement delays and shortages and develop appropriate recovery and mitigation plans.Maintain accurate procurement logs, supplier records, purchase orders, delivery schedules, and procurement documentation.Monitor procurement expenditure against approved budgets and support cost-control initiatives.Evaluate opportunities for cost savings, value engineering, alternative materials, and commercial optimization without compromising quality or project requirements.Coordinate with QA/QC to ensure purchased materials and equipment comply with approved specifications, standards, and inspection requirements.Coordinate with HSE and relevant departments to ensure suppliers and subcontractors comply with project HSE requirements.Manage supplier claims, variations, commercial issues, and delivery disputes in coordination with the Contracts and Project Management teams.Support expediting activities for critical and long-lead materials and equipment.Prepare regular procurement progress reports, procurement dashboards, KPI reports, and management updates.Ensure procurement activities comply with company policies, approved procurement procedures, contractual requirements, and applicable regulations.Utilize ERP and procurement systems for purchase orders, vendor management, procurement tracking, and reporting; SAP experience is preferred.Support project close-out activities, including final documentation, warranties, spare parts, and outstanding procurement items.Maintain strong professional relationships with suppliers, subcontractors, consultants, and internal stakeholders.Qualifications & ExperienceBachelor's degree in Engineering, preferably Civil, Architectural, or a related engineering discipline.Minimum 8–12 years of relevant experience in procurement, purchasing, materials management, or supply chain within the construction industry.Proven experience in procurement for large-scale building, commercial, residential, hospitality, or infrastructure projects.Strong understanding of construction materials, equipment, technical specifications, BOQs, drawings, and procurement processes.Experience managing suppliers, subcontractors, manufacturers, and vendors.Strong knowledge of procurement planning, tendering, technical evaluation, commercial evaluation, negotiation, expediting, and delivery management.Experience with ERP/procurement systems; SAP is an advantage.Strong understanding of contracts, purchase orders, commercial terms, warranties, and supplier agreements.Experience working with multidisciplinary engineering and construction teams.Strong analytical, negotiation, communication, and problem-solving skills.Ability to manage multiple procurement packages and priorities under tight project deadlines.Strong knowledge of quality, HSE, and project compliance requirements.GCC experience is preferred, particularly Saudi Arabia, UAE, Qatar, or Oman.Preferred ExperienceExperience in luxury hotels, hospitality developments, high-rise buildings, commercial developments, or mega construction projects.Experience procuring MEP systems, finishing materials, FF&E, construction materials, equipment, and specialist packages.Experience working with international suppliers, manufacturers, consultants, and contractors.Strong experience with long-lead and critical procurement packages.Knowledge of international standards and construction specifications.Experience in value engineering and procurement cost optimization.PMP, CIPS, or other procurement/supply-chain certification is an advantage.
