Apply & track with Apply EdgeOverviewAstro Offshore is seeking an experienced Procurement Manager to lead procurement operations across the business, supporting vessel operations, projects, maintenance, and corporate requirements.The role will oversee procurement, contract management, supplier performance, logistics and warehouse activities, with a strong focus on commercial negotiations, cost control, compliance, and operational efficiency.The ideal candidate will have 10+ years of procurement, contracts, supply chain, or commercial experience, including at least 5 years in a leadership position, preferably within the offshore marine, shipping, vessel operations, oil & gas, EPC, or industrial sectors.ResponsibilitiesLead and oversee procurement operations, ensuring effective execution of purchasing activities across the organisation.Establish and maintain procurement procedures, controls, work instructions and governance mechanisms in line with company policies and delegated authorities.Provide functional leadership and operational direction to procurement personnel and coordinate workload priorities across the business.Manage the end-to-end procurement demand pipeline from requisition and RFQ through evaluation, purchase order issuance, delivery and close-out.Monitor open requisitions, RFQs, approvals, purchase orders, supplier actions and delivery performance, resolving bottlenecks and delays promptly.Act as the primary escalation point for procurement matters affecting vessel operations, projects, maintenance activities and other critical business requirements.Review procurement requests for completeness, specification accuracy, budget compliance and commercial suitability, including urgent and emergency requirements.Develop, monitor and report procurement KPIs, service levels, buyer performance, backlogs, cycle times, compliance and supplier delivery performance.Lead commercial negotiations with suppliers, subcontractors, logistics providers, service providers and strategic vendors through to final deal closure.Draft, review, negotiate and administer purchase, service, subcontract, framework, logistics, equipment rental and long-term supply agreements.Negotiate pricing, payment terms, delivery obligations, service levels, warranties, liabilities, indemnities and other commercial terms and conditions.Manage the contract lifecycle, including approvals, execution, registers, amendments, renewals, variations, claims, disputes and supplier compliance.Direct logistics and warehouse operations, including freight forwarding, customs clearance, material handling, inbound and outbound movements and stock control.Ensure inventory accuracy and appropriate stock levels to support operational requirements while minimising excess inventory and associated costs.Develop and manage departmental budgets, monitor procurement expenditure and identify cost-saving and cost-avoidance opportunities.Build effective relationships with Operations, Fleet, Technical, Engineering, Projects, Finance and HSEQ to align procurement priorities with business needs.Maintain accurate procurement data, contract registers, supplier databases, trackers, dashboards and management reports using ERP and procurement systems.Drive procurement standardisation, digitalisation, automation and continuous improvement initiatives to strengthen efficiency, compliance and service delivery.Manage supplier performance, identify procurement and supply chain risks, and implement corrective actions where performance or compliance falls below requirements.Lead, coach and develop procurement, logistics and warehouse personnel, promoting accountability, collaboration and high performance across the function. Skills & ExperienceMinimum 10 years of procurement, contracts, supply chain, or commercial experience. Minimum 5 years in a leadership position. Experience within offshore marine, shipping, vessel operations, oil & gas, EPC, or industrial sectors preferred. Demonstrated experience managing procurement operations within a matrix organization. Strong experience negotiating supplier contracts, commercial agreements, and subcontracts. Proven experience leading procurement teams, logistics operations, and warehousing activities.Experience supporting operationally critical and time-sensitive procurement environments.Procurement operations, contract management, commercial negotiation, logistics and warehouse management, procurement governance, cost control, analytical reporting, stakeholder management, leadership, decision-making and problem-solving.Strong commercial acumen with proven experience negotiating supplier contracts, managing matrix teams and supporting operationally critical, time-sensitive procurement requirements.Excellent written and spoken English. Proficient in MS Office and experienced with ERP/procurement systems such as SAP, Oracle, IFS or Dynamics.QualificationsBachelor's Degree in Supply Chain Management, Business Administration, Engineering, Maritime Studies, Logistics, Commerce or a related discipline. MCIPS, CPSM, ISM or equivalent professional certification preferred.
