Job PurposeLead and manage the company’s procurement function to ensure timely, cost-effective, and high-quality sourcing of goods and services. The role is responsible for procurement strategy, supplier management, commercial negotiations, cost optimization, compliance, and continuity of supply across the company’s operations, projects, and branches.Key ResponsibilitiesDevelop and implement procurement strategies and annual procurement plans aligned with business requirements and budgets.Manage the end-to-end procurement cycle, from purchase requests and quotations through purchase orders and delivery.Source, evaluate, negotiate with, and manage suppliers to achieve the best value in terms of cost, quality, service, and delivery.Develop and maintain an approved supplier base and regularly evaluate supplier performance.Negotiate pricing, payment terms, delivery schedules, warranties, contracts, and framework agreements.Identify and implement cost-saving and value-engineering opportunities.Manage procurement contracts and purchase orders and ensure compliance with approved specifications, budgets, policies, and authorization levels.Coordinate with Finance, Warehouse, Operations, Legal, Fleet, Maintenance, and other departments on procurement requirements.Monitor stock requirements, purchasing lead times, critical supplies, and potential supply risks.Monitor procurement expenditure, budgets, commitments, and cost variances.Ensure procurement activities comply with company policies, internal controls, and applicable Saudi regulations.Manage procurement risks, supplier disputes, conflicts of interest, and supply disruptions.Lead and develop the procurement team, establish KPIs, and monitor performance.Key Performance IndicatorsProcurement cost savings and budget compliance.Purchase order cycle time.On-time delivery and supplier performance.Procurement policy and process compliance.Competitive quotation rate.Reduction in emergency purchases.Availability of critical materials.Contract and supplier compliance.Inventory optimization.Internal customer satisfaction.Qualifications & ExperienceBachelor’s degree in Supply Chain, Procurement, Business Administration, Logistics, Finance, or a related field.CIPS, CPSM, CSCP, or equivalent certification preferred.8–10 years of relevant procurement/supply chain experience, including 3–5 years in a managerial or supervisory role.Strong experience in supplier management, contracts, negotiations, budgeting, and team leadership.Experience in multi-site/project-based organizations preferred.Security, facilities management, logistics, or service-sector experience is an advantage.Key CompetenciesStrong leadership, negotiation, strategic sourcing, supplier management, cost analysis, contract management, financial awareness, problem-solving, stakeholder management, risk management, and ERP/Excel proficiency.AuthorityManage procurement activities within the approved delegation of authority, negotiate commercial terms, recommend supplier selection or replacement, approve/recommend purchase orders within authorized limits, and escalate significant procurement risks or commercial issues to Senior Management.
