Apply & track with Apply EdgeRole Summary: The Procurement Specialist will manage the strategic sourcing and acquisition of materials, equipment, and services for large-scale construction and infrastructure projects. This role requires a deep understanding of market dynamics in the Saudi Arabian construction sector, specifically for structural civil works and complex mechanical installations. You will be responsible for balancing cost-efficiency with uncompromising quality and ensuring timely delivery to maintain project momentum.Prefer: Saudi NationalityLocation: Riyadh, Saudi ArabiaKey Responsibilities:1. Strategic Sourcing & Vendor ManagementIdentify and pre-qualify reliable suppliers and subcontractors for both Civil (Cement, Steel, Aggregates, Formwork) and Mechanical (HVAC, Fire-fighting systems, Pumps, Valves, Industrial Piping) sectors.Maintain a robust database of local and international vendors, focusing on localizing supply chains in line with Saudi national objectives.Manage vendor relationships, conducting periodic performance evaluations based on quality, delivery time, and cost-compliance.2. Bidding, Negotiation & ContractingPrepare and issue Requests for Quotation (RFQs) and Requests for Proposal (RFPs) based on internal engineering BOQs.Conduct technical and commercial bid evaluations to ensure all submissions meet project specifications.Lead negotiations on pricing, payment terms, and delivery schedules to achieve the best Value for Money (VFM) for the company.Draft and manage purchase orders (POs) and subcontracts, ensuring legal and commercial protection for the group.3. Technical Knowledge & ComplianceWork closely with the Planning & Cost Estimator Engineer to understand material specifications for both civil structures and mechanical systems.Ensure all procured materials comply with Saudi Building Codes (SBC), SASO standards, and project-specific technical requirements.Oversee the quality control process at the point of procurement, ensuring that "as-built" reality matches "as-ordered" specifications.4. Supply Chain & Logistics OversightCoordinate with site managers and logistics teams to schedule deliveries in alignment with the construction sequence.Track shipments and resolve any supply chain disruptions to prevent site downtime.Monitor inventory levels and manage the procurement of site consumables to ensure continuous operation. Required Skills & Qualifications:Education: Bachelor’s Degree in Supply Chain Management, Business Administration, Civil Engineering, or Mechanical Engineering.Experience: 5–8 years of experience in procurement within the Saudi construction industry. Dual experience in both Civil and Mechanical materials is mandatory.Market Knowledge: In-depth understanding of the Saudi Arabian market rates, major suppliers, and import/export regulations for construction equipment.Software Proficiency: Expert in ERP systems (such as SAP, Oracle, or Microsoft Dynamics) and MS Excel for procurement tracking and analytics.Language: Professional fluency in English and Arabic is essential for negotiating with local vendors and managing international logistics.Soft Skills:Negotiation Prowess: Ability to drive hard bargains while maintaining healthy, long-term vendor partnerships.Integrity: Absolute commitment to ethical procurement practices and financial transparency.Analytical Thinking: Ability to forecast price trends (e.g., steel or oil-based products) and adjust procurement strategies accordingly.📧 Send your updated resume on business@alnajahksa.com
