Roles and Responsibilities:Contribute to the development of the procurement plan, including required quantities, sourcing methods, estimated costs, delivery requirements and schedules, projected cash flow, and implementation follow-up.Implement the approved procurement plan in coordination with the Section Head, ensuring alignment with the established timeline and intended objectives.Monitor market developments to identify and evaluate the most suitable suppliers and service providers in accordance with approved criteria.Receive and review purchase requests, ensuring alignment with the annual procurement plan and approved budget, as well as verifying stock availability.Participate in developing supplier qualification criteria, ensuring that all relevant evaluation procedures are adequately covered.Contribute to developing the terms and conditions of Requests for Proposals (RFPs), including required goods and services, expected delivery timelines, templates, general and specific procurement guidelines, and anticipated detailed price ranges to support timely and effective procurement execution.Analyze benchmarking research related to pricing and suppliers and assess its potential impact on the budget and future procurement activities.Provide support, when required, during the technical and commercial evaluation of received proposals, and classify proposals according to the predefined evaluation framework in coordination with the relevant committees.Participate in negotiating complex and strategic contracts and agreements with suppliers, ensuring alignment with agreed terms and conditions to maximize financial and operational performance while minimizing associated risks.Conduct periodic inventory checks to ensure adequate stock levels and prevent supply shortages.Prepare and issue Purchase Orders (POs) specifying the required goods and services in accordance with agreements signed with suppliers, and request materials, products, equipment, and other items according to the required specifications.Receive goods and services and ensure compliance with the required technical specifications and service quality standards, in accordance with the applicable terms and conditions.Evaluate claims and disputes and coordinate with suppliers to ensure their appropriate and timely resolution.Participate in evaluating supplier performance against contractual agreements and report any contractual violations or issues requiring resolution to ensure smooth and uninterrupted operations.Maintain, organize, and archive procurement and contract records for documentation, record-keeping, and tracking purposes.Perform any other related duties or responsibilities as required by business needs and assigned by the direct supervisor.Required Qualifications and Experience:Bachelor’s degree in business administration, Industrial Engineering, or any related field.3–5 years of professional experience in procurement, preferably within organizations operating in a field relevant to the Academy.
