Location: Harrisburg, PAWork Arrangement: Hybrid – 2 days onsite per week (Wednesday is mandatory), 3 days remote

Employment Type: Long-Term ContractClient: Pennsylvania Public Utility Commission (PA PUC)Job OverviewWe are seeking an experienced Senior Product Manager to lead a large-scale application modernization initiative for a public-sector organization.

The role involves modernizing a legacy application used to manage and resolve public complaints involving utility companies.The ideal candidate will drive product strategy, roadmap development, requirements gathering, backlog prioritization, Agile delivery, and large-scale data conversion throughout a multi-year modernization program.Key ResponsibilitiesDefine product vision, strategy, roadmap, and modernization priorities.Gather business requirements and translate them into user stories, acceptance criteria, and prioritized product backlogs.Collaborate with business stakeholders, architects, developers, UX/UI teams, and vendors.Lead Agile/Scrum activities, including sprint planning, backlog refinement, and sprint reviews.Oversee testing, data conversion, and application delivery.Track KPIs, risks, dependencies, and project progress; communicate updates to leadership.Ensure compliance with security, data privacy, accessibility, and WCAG 2.1 standards.Support change management, user adoption, and end-user training.Required Qualifications5+ years of Product Management experience leading large-scale public-sector modernization initiatives valued at $10M or more.Proven experience with legacy application modernization or enterprise digital transformation.Strong requirements gathering, stakeholder management, and product backlog prioritization skills.Hands-on experience with Agile/Scrum methodologies and Azure DevOps or Jira.Experience overseeing and validating large-scale data conversions.Excellent communication, leadership, and cross-functional collaboration skills.Preferred QualificationsExperience with Microsoft Azure and enterprise application modernization.Government or highly regulated industry experience.Knowledge of WCAG 2.1 and public-sector compliance standards.Experience with business process improvement and reengineering.Experience working with Commonwealth of Pennsylvania agencies or similar government organizations.Bachelor’s degree or equivalent experience.YAFOS certification.Additional RequirementsMust be available to work onsite in Harrisburg, PA, two days per week, including every Wednesday.Long-term contract opportunity supporting a multi-year modernization initiative.The requisition is open to all eligible vendors; SDB certification is not required.How to ApplyPlease share your updated resume along with your contact details, current location, availability to start, and rate confirmation.Thanks & Best RegardsPiyush SharmaRecruitmenteMail: Psharma@ishift.net | www.ishift.net7014 East Camelback Road, Suite 1452Scottsdale, Arizona 85251
