Small Business Administration (SBA), Office of Capital Access (OCA), Office of Credit Risk Management (OCRM) in Washington, DC.About the RoleThe Program Analyst III is a senior-level analytical professional responsible for leading complex and high-visibility program and management analysis activities. The role focuses on program evaluation, performance measurement, data analysis, risk identification, reporting, and management decision support.The successful candidate will analyze financial, operational, quantitative, and qualitative information and translate findings into clear, actionable recommendations for senior management.Key ResponsibilitiesLead complex and high-visibility program and management analyses.Conduct quantitative and qualitative analysis of program operations, performance, workload, and outcomes.Lead or support program evaluations and analytical studies.Develop and refine program performance-measurement frameworks.Develop and evaluate program metrics, baselines, targets, and performance measures.Develop and maintain advanced dashboards and analytical reporting products.Integrate financial, operational, quantitative, and qualitative information to support program analysis.Analyze information from multiple sources to identify trends, issues, risks, and performance concerns.Identify emerging risks, data gaps, and issues affecting program operations and performance.Recommend improvements to reporting, analytical processes, and program operations.Develop analytical workpapers, reports, and supporting documentation.Prepare decision memoranda, white papers, presentations, and other senior-level analytical products.Develop conclusions and actionable recommendations based on analytical findings.Present analytical findings and recommendations to management.Coordinate analytical and program activities across offices and stakeholder groups.Support long-range planning and management-analysis activities.Provide guidance and support to less-experienced analysts.Perform other senior-level program-analysis activities as assigned.QualificationsEducation:Bachelor's degree in Public Policy, Public Administration, Business Administration, Economics, Finance, Statistics, Data Analytics, or a closely related field.Master's degree in a related discipline is preferred but not required.Experience:Candidates should possess 3+ years of progressively responsible specialized experience performing senior-level analytical work.Relevant experience may include:Program or management analysisProgram evaluationPerformance measurementBusiness or data analyticsFinancial or operational analysisComplex project or program activitiesDevelopment of analytical reports and recommendationsExperience should demonstrate the ability to independently perform complex analyses, evaluate program performance, develop analytical products, and formulate conclusions and recommendations.Knowledge and SkillsStrong quantitative and qualitative analytical skills.Advanced proficiency with Microsoft Excel and/or business intelligence tools.Ability to develop performance-measurement approaches, metrics, baselines, and targets.Ability to analyze and synthesize financial, operational, quantitative, and qualitative information.Ability to identify trends, emerging risks, data gaps, and program-performance issues.Ability to develop conclusions and actionable recommendations based on analytical findings.Ability to develop analytical reports, decision memoranda, white papers, presentations, and other senior-level work products.Strong analytical writing and executive-level communication skills.Ability to coordinate analytical activities across offices and stakeholders.Ability to support long-range planning and management decision-making.Ability to provide guidance to less-experienced analysts.Why Join This Opportunity?This position offers an opportunity to contribute to high-visibility federal program analysis and management decision-making while working with the U.S. Small Business Administration.The ideal candidate will bring strong analytical judgment, excellent communication skills, and the ability to turn complex data and program information into meaningful findings and actionable recommendations.How to Apply:Please submit your resume along with a brief note highlighting your software engineering expertise, primary programming languages and technologies, areas of technical specialization, and relevant experience designing, developing, or scaling production software systems.
