Apply & track with Apply EdgeNOW HIRING – PROGRAMME DIRECTOR – RAILOur client is a leading international engineering and consultancy organisation, delivering a major rail infrastructure programme in the GCC.Key Responsibilities:Lead the delivery of a major rail infrastructure programme from detailed design through construction, testing, commissioning and handover, ensuring programme, budget, quality and performance objectives are achieved.Act as the senior point of contact for the client and key stakeholders, providing strategic leadership and advice throughout the project lifecycle.Provide overall direction to multidisciplinary project teams, ensuring engineering, commercial, planning, construction and delivery functions are fully aligned.Oversee programme governance, reporting, risk management and strategic decision-making, ensuring key issues are identified and addressed proactively.Manage complex interfaces between consultants, contractors, specialist suppliers and third parties across multiple work packages.Monitor programme performance against key milestones, budgets, contractual obligations and delivery targets, implementing corrective measures where required.Lead senior-level stakeholder engagement and coordination across client, consultant, contractor and government/regulatory interfaces.Provide strategic oversight of engineering and construction delivery, ensuring technical solutions are practical, coordinated and aligned with programme objectives.Ensure compliance with all applicable safety, quality, environmental and regulatory requirements, while promoting a strong culture of professional and safe project delivery.Lead commercial and contractual matters, including change management, claims avoidance, cost control and client approvals.Support the procurement, mobilisation and management of consultants, contractors and specialist suppliers.Drive successful programme completion, including testing and commissioning, stakeholder approvals, handover documentation and close-out activities.Requirements:25+ years of overall experience, with 3+ years at Programme Director or equivalent senior leadership role level.Strong track record delivering major rail infrastructure projectsGCC experience is mandatory. Candidates outside the GCC must have previous GCC experience.High-speed rail experience is highly desirable.Tunnelling / TBM experience is preferred.Bachelor's degree in Civil Engineering or a related discipline.Consultant / engineering consultancy experience is mandatory.Proven experience leading large, multidisciplinary teams on major infrastructure programmes.
