Role TitleProject Manager / Business AnalystLocation: Columbia, MD (Hybrid)Salary range: $100,000-$120,000.U.S. citizenship and ability to hold at least a Secret-level clearance or higher.Role SummaryOur client is hiring for a Project Manager / Business Analyst to support program financial management and project execution across government and commercial contracts. This person will work closely with program managers to analyze contract financial performance, build forecasts and budgets, monitor execution, and identify risks or opportunities tied to cost, schedule, funding, and profitability. The role requires strong GovCon financial knowledge, project management experience, and the ability to operate in both strategic and hands-on tactical work.What This Person Will DoDevelop and maintain program budgets, Estimates at Complete, forecasts, and revenue projections.Analyze contract financial performance, including cost, revenue, funding, profitability, burn rates, labor utilization, and variance analysis.Monitor project execution, contract funding, expenditures, schedule progress, and cost risks.Build and maintain financial reports, dashboards, and performance metrics for program and company leadership.Partner with program managers to provide financial insight that supports operational and strategic decision-making.Recommend corrective actions when schedule, cost, funding, or contract performance risks are identified.Support process improvement efforts across financial and operational workflows.Required Qualifications5+ years of project management experience supporting government programs.Strong GovCon financial management experience, including contract financials, funding, burn rates, EACs, forecasting, and variance analysis.Experience supporting contract performance, financial planning, project execution, and compliance with contractual requirements.Bachelor’s degree in Business Administration, Finance, Accounting, Management, Engineering, Science, Systems Management, or a related field; 5 additional years of experience may substitute for the degree.Ability to support a hybrid schedule in the Columbia, Maryland area.U.S. citizenship and ability to hold at least a Secret-level clearance or higher.Preferred QualificationsPMP certification.Experience with Power BI or similar tools for financial dashboards and reporting.Experience in a small business government contracting environment.Experience supporting both government and commercial contracts.Strong customer management skills and ability to navigate difficult stakeholders.Ideal Candidate ProfileThe ideal candidate is a GovCon-focused Project Manager / Business Analyst with strong financial acumen, hands-on contract lifecycle experience, and the ability to translate program financial data into clear recommendations for leadership and program managers. Recruiters should target candidates who have managed or supported government contract financials, not general project managers without budget, forecasting, EAC, funding, or contract performance experience.
