Programme Manager — UAE eInvoicing Integration Programme

You own the plan, governance, risk management, stakeholder relationships and the go-live decision cycle across an SAP and non-SAP landscape, delivering against a fixed regulatory deadline. Key responsibilities
- Own the integrated master schedule, work breakdown structure, milestone plan and resource-loaded plan across mobilisation, blueprint, build and SIT, UAT, regression, cutover, hypercare and transition to longterm support.
- Establish and run programme governance: project charter, weekly steering committee, bi-weekly working committee, RAID log, status dashboards, escalation procedures and change control (including regulatorychange impacts).
- Lead a multi-disciplinary team of 15–25 (architecture, SAP and non-SAP integration, platform engineering, testing, change management and service delivery); manage capacity and effort allocation by phase.
- Drive architecture/design-review-board submissions, CAB and release-calendar alignment, and go/no-go gates with the client’s IT governance functions; ensure go-lives do not disrupt other ERP modules.
- Own wave-based cutover plans (hour-by-hour), go-live readiness checklists, rollback readiness and hypercare arrangements.
- Manage dependencies on the client’s platform teams, the appointed Accredited Service Provider (ASP) and third-party system owners; maintain the risk register with mitigation and contingency plans.
- Produce progress, milestone and budget reporting; lead phase-wise sign-offs, acceptance certificates and formal deliverable approvals.
- Act as the primary escalation point for the client’s programme leadership. Required experience and skills
- 12+ years of IT delivery experience, including 5+ years managing large ERP or enterprise-integration programmes (SAP S/4HANA landscapes preferred) for enterprise clients.
- Track record delivering regulatory or compliance-driven programmes with fixed statutory deadlines, and multi-entity/group roll-outs with wave-based go-lives.
- Strong command of programme governance: SteerCo and working-committee management, RAID, change control, release management, CAB, cutover and hypercare.
- Experience delivering under formal client contracts with RACI-based responsibilities, milestone-based acceptance and SLA commitments.
- PMP, PRINCE2 Practitioner or equivalent; comfortable with hybrid (waterfall/agile) delivery.
- Excellent stakeholder management at CFO/CIO, tax, finance shared-services and IT levels; strong written reporting and presentation skills.Nice to have
- eInvoicing or tax-technology programme experience (UAE, KSA ZATCA or EU Peppol).
- Experience with government-related entities or large groups in the GCC.
