This role directly supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract, where your oversight drives the successful delivery of future space capabilities and mission-critical requirements across the MDSEA enterprise.What You'll Be DoingThe Missile Defense Space Enterprise Architecture (MDSEA) Project Delivery and Portfolio Manager supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. This position provides functional leadership and oversight across project management delivery within the MDSEA organization, ensuring the successful delivery of future space capabilities demonstration, holistic portfolio health, and delivery of mission-critical requirements supporting the MDSEA enterprise. The candidate will:Be a working lead, managing their share of the projects, along with the PjM teamDirectly oversee, mentor, and lead the team of MDSEA Project Managers (PjMs) while serving as the direct manager for the Release Train Engineer (RTE), providing support and guidance while empowering the RTE to independently own, execute, and facilitate Agile Release Train (ART) operations, Release Train Board (RTB) cadences, and continuous flowConduct recurring performance evaluations, routine one-on-one check-ins, and ongoing professional development for team members, establishing training plans, providing functional guidance, and fostering continuous skill growth across the project delivery teamServe as the Control Account Manager (CAM) for baseline portfolio management labor, managing Documentation requirements and Individual Work Authorizations Documents (iWADs), budget planning, auditing timecard charging accuracy, and conducting monthly Cost and Schedule Variance analysesSupport the timely development, review, and submittal of recurring monthly program deliverables, including Task Order Status Reports (TOSR), and applicable Service Summary Item metrics, and executive status briefingsEnsure schedule compliance and governance across MDSEA efforts, partnering with and actively supporting the RTE who maintains the MDSEA program roadmap, and milestones across the MDSEA enterpriseOversee and support project teams through the project lifecycle, ensuring adherence to scope, cost, schedule, and quality standards established by the Task OrderOversee the intake, evaluation, and execution of new project requests, Technical Direction Letters (TDLs) and Task Change Requests (TCRs) using MDSEA enterprise workflow toolsSupport and oversee the proper development of Statements of Work (SOWs), Basis of Estimates (BOEs), and project Bills of Materials (pBOM), ensuring adherence to contractual process controlsPartner with and actively support the MDSEA Risk, Issue, and Opportunity process across the portfolio, ensuring project teams identify and track mitigation strategies, participate in MDSEA risk reviews, and escalate critical blockers to Task Order leadershipFacilitate, lead, or ensure representation at mandatory project and engineering milestone boardsFoster close collaboration between functional teams, mission customers, establishing comprehensive communication plans and maintaining transparent stakeholder engagementDemonstrate multi-disciplinary leadership by bridging operational and technical gaps across engineering domains to maintain effective and efficient mission operationsProvide regular leadership pass-downs and strategic alignment to the Project Manager and RTE functions, serving as the team's primary representative to upper management and ensuring the team has the necessary leadership backing, resources, and barrier removal to execute their dutiesWhat You BringBasic Requirements:Must have 10, or more, years of general (full-time) work experienceMay be reduced with completion of advanced educationMust have 5, or more, years of directly related experienceMust have 6, or more, months of experience working in a management or leadership roleMust have direct experience in a project management leadership or senior project management roleMust have established experience in a general leadership, team lead, or supervisory role, with demonstrated ability to guide, mentor, and support professional staffMust have proven experience serving as a Control Account Manager (CAM) with practical knowledge of Earned Value Management (EVM), WADs/iWADs, labor charging compliance, and baseline variance analysisMust have demonstrated proficiency with enterprise project management and workflow toolsets, such as (but not limited to) MS Project, GitLab (boards and roadmaps), Aspen, Jira, and SharePointMust have demonstrated experience overseeing project proposal lifecycles, including BOE generation, pBOM tracking, and contractual change managementMust have an established history of effective root cause analysis, complex problem-solving, and supporting risk/issue/opportunity management (RIOM)Must demonstrate the ability to effectively collaborate across multiple multi-disciplinary teams, coordinating assets and resources to ensure continuous mission capabilityMust have experience managing recurring program deliverables, contractual performance metrics (such as Service Summary Items), and delivering formal presentations to leadershipMust have an active DoW Secret Security ClearanceDesired Requirements:Have established experience directly leading project managers and collaborating with or managing Agile roles (such as Release Train Engineers or Scrum Masters) within a matrixed enterprise environmentHave direct experience in a project management leadership or senior project management role supporting Missile Defense Agency (MDA) customers within the IRES contractHave direct experience supporting the MDSEA task order (TO 4100) and familiarity with Space Operations and MDSEA enterprise mission integrationPossess a Project Management Professional (PMP) certification and/or Scaled Agile Framework (SAFe) certification (e.g., SAFe Agilist, SAFe RTE)Have familiarity with cross-functional operational methodologies (such as the PIPE process) and continuous improvement
