Apply & track with Apply EdgePurpose:Run the department's reporting, governance and assurance machinery so that portfolio status is accurate, current and published on schedule without the Head of Department assembling it — and so that every project follows the same process from intake to closeout regardless of type.Key responsibilities:1. Reporting production — primary:Own the full production cycle of the Portfolio Dashboard workbook: chase inputs from project owners, validate them, consolidate, publish to a fixed weekly cut-off.Produce the weekly project report pack (operational detail and exceptions, for the CEO) and the monthly portfolio summary (position and trajectory, for the DG). These are two different documents for two different audiences — write each accordingly.Prepare ad hoc analysis and briefing material on request, at short notice, to executive standard.Maintain the bilingual Glossary as a controlled reference and enforce consistent terminology across every department output in both languages.2. Data quality and register control:Maintain the Projects, Pipeline, Risks and Decisions registers.Actively challenge stale, missing, implausible or self-serving entries. A risk unchanged for six weeks, a status that has been 80% for a month, a decision with no owner — these get chased, not published.Ensure every high-impact risk carries a named owner, a mitigation and a review date.Track open decisions to closure and report cost of delay on those still open.3. Governance and assurance:Administer the intake and stage gate process; confirm gate criteria and documentation are met before a project advances, and report those that advanced without them.Facilitate periodic risk reviews across the portfolio.Conduct project health checks and documentation audits; report findings and track corrective actions to closure.Verify compliance with internal procedure on approvals, procurement steps and record-keeping.4. Process, standards and enablement:Maintain the department's templates, procedures and document control structure.Onboard new project owners — including transferred staff and incoming agency personnel — onto the reporting system, and support them until they are self-sufficient.Identify recurring findings and propose process changes rather than repeatedly reporting the same failure.Support the eventual migration from Excel-based reporting to a platform tool if the department moves that way.Authority
Requirements
Bachelor's degree in engineering, business administration, information systems or a related field.4+ years in PMO, project controls, business analysis or governance.Advanced Excel — tested at interview, not taken on trust. Structured tables, nested formulas, INDEX/MATCH or XLOOKUP, pivots, conditional formatting, data validation.Strong PowerPoint and executive report writing: able to turn raw project data into a one-page narrative a CEO can act on.Fluent Arabic and English, both written to formal standard.Evidenced attention to detail and the confidence to challenge people senior to them on late or poor data. This is a screening criterion, not a soft skill.
