Project Manager – Rural Development

About the Project:A strategic development project aimed at building an integrated economic ecosystem in one of Saudi Arabia’s coastal regions by developing the fisheries value chain and improving the efficiency of operational and commercial activities related to fisheries and seafood products.

Key Responsibilities

Lead the project from planning and design through implementation, operation, and sustainability.Manage the project scope, schedule, budget, resources, and performance indicatorsManage project teams, experts, vendors, client relationships, and key stakeholders.Oversee contracts, procurement, risks, field activities, and deliverable quality.Prepare executive reports and presentations and oversee impact measurement.Qualifications and Experience:Bachelor’s degree in Project Management, Business Administration, Industrial Engineering, Economics, Development Studies, Marine Sciences, or a related field.A minimum of 7 years of project management experience, including demonstrated experience leading large, complex, multi-stakeholder development projects.Practical experience in the fisheries sector, marine fisheries, or fisheries and food value-chain development.Experience in rural and local economic development and community empowerment.Knowledge of seafood processing, packaging, cold-chain operations, logistics, and marketing.Strong experience in managing project plans, budgets, contracts, vendors, risks, and multidisciplinary teams.Experience working with government entities, private-sector organizations, and nonprofit organizations.Strong reporting, presentation, and project management tool capabilities.PMP, PRINCE2, or PMD Pro certification is preferred.Willingness to travel and undertake field assignments as required.عن المشروع :مشروع تنموي استراتيجي يهدف إلى تطوير منظومة اقتصادية متكاملة في إحدى المناطق الساحلية بالمملكة، من خلال تطوير سلسلة القيمة في قطاع الثروة السمكية، ورفع كفاءة الأنشطة التشغيلية والتجارية المرتبطة بالمصايد والمنتجات البحرية.المهام والمسؤوليات :قيادة المشروع من التخطيط والتصميم حتى التنفيذ والتشغيل والاستدامة.إدارة نطاق المشروع وخطته الزمنية وموازنته وموارده ومؤشرات أدائه.إدارة فرق العمل والخبراء والموردين والعلاقات مع العميل وأصحاب المصلحة.متابعة العقود والمشتريات والمخاطر والأنشطة الميدانية وضمان جودة المخرجات.إعداد التقارير والعروض التنفيذية ومتابعة قياس الأثر.المؤهلات والخبرات :درجة البكالوريوس في إدارة المشاريع، أو إدارة الأعمال، أو الهندسة الصناعية، أو الاقتصاد، أو التنمية، أو العلوم البحرية، أو تخصص ذي صلة.خبرة لا تقل عن 7 سنوات في إدارة المشاريع، منها خبرة مثبتة في قيادة مشاريع تنموية كبيرة ومتعددة الأطراف.خبرة عملية في قطاع الثروة السمكية، أو المصايد البحرية، أو تطوير سلاسل القيمة السمكية والغذائية.خبرة في التنمية الريفية والاقتصادية وتمكين المجتمعات المحلية.معرفة بعمليات المعالجة والتعبئة وسلاسل التبريد والخدمات اللوجستية والتسويق.خبرة في إدارة الخطط والموازنات والعقود والموردين والمخاطر وفرق العمل.إجادة إعداد التقارير والعروض التنفيذية واستخدام أدوات إدارة المشاريع.يفضل الحصول على شهادة PMP أو PRINCE2 أو PMD Pro.الاستعداد للسفر والعمل الميداني حسب احتياج المشروع.
