Job Description
1. Strategy-to-Execution and Portfolio Framework
- Design the end-to-end PPM operating model that connects OGSM, annual goals/priorities, portfolios, programs, projects, and benefits realization.
- Define the portfolio hierarchy, initiative taxonomy, ownership model, and minimum information required to create a single view of strategic initiatives.
- Establish practical demand/intake and prioritization practices based on strategic alignment, business value, urgency, risk, dependencies, and resource considerations.
- Clarify accountabilities and decision rights across sponsors, portfolio owners, program/project leads, delivery teams, and governance forums.2. Governance, Delivery Standards and Ways of Working
- Establish fit-for-purpose governance standards, project lifecycle expectations, decision gates/checkpoints, escalation thresholds, and delivery controls.
- Define standard management cadences and forums, including portfolio reviews, program/project reviews, steering committees, delivery reviews, retrospectives, and post-implementation reviews where appropriate.
- Create a decision framework for selecting Agile, Waterfall, Hybrid, or lightweight delivery approaches; avoid a one-size-fits-all methodology.
- Develop practical standards and templates such as initiative briefs/business cases, project charters, roadmaps, milestone plans, RAID and dependency logs, decision logs, status reports, benefit trackers, and closure/lessons-learned artifacts.
- Ensure the framework balances governance discipline with speed, usability, and the minimum necessary level of control.3. Portfolio Transparency, Performance and Dashboarding
- Establish the minimum portfolio data model and reporting standards needed to create reliable visibility across programs, projects, and strategic initiatives.
- Design and implement an MVP portfolio/project dashboard using available tools, with clear definitions for status, milestones, risks, dependencies, benefits, and overall portfolio health.
- Define PMO/PPM metrics and KPIs that measure both delivery health and value realization, not only schedule compliance.
- Enable leadership reviews with concise, decision-oriented reporting that highlights exceptions, trade-offs, risks, dependencies, and required actions.
- Define requirements for future automation or PPM tooling where useful, without making a full technology implementation a prerequisite for establishing the operating model.4. Pilot, Adoption and Capability Building
- Apply the framework to selected live programs/projects and work directly with sponsors and delivery leads to test the standards, cadences, templates, and dashboard.
- Refine the framework based on pilot feedback and demonstrated usability before wider rollout.
- Coach project managers, program leads, initiative owners, and leaders on practical project/portfolio management and governance practices.
- Build reusable learning materials, playbooks, examples, and guidance that enable teams to apply the practices consistently.
- Support the establishment of a project/program management community of practice to sustain learning and continuous improvement.5. Institutionalization and Handover
- Define clear ownership and governance for maintaining the PPM framework, standards, templates, dashboard, and knowledge assets after the engagement.
- Transfer knowledge and operating responsibilities to Portfolio Managers and designated internal owners through structured handover and coaching.
- Provide a maturity roadmap identifying priority improvements beyond the engagement, including opportunities for automation, AI-enabled portfolio insights, and further capability development.
