πŸš€ We're Hiring: Public-Private Partnership (PPP) DirectorπŸ“ Location: Saudi Arabia (Riyadh) 🏒 Reports to: Group CEO (or Platform Board) 🎯 Scope: All group PPP projects, from opportunity through operationAbout the Role The Group has made the decision to enter public-sector partnerships β€” particularly municipal infrastructure projects β€” as an investor and long-term partner (typically 15–30 years), not just a service provider. This role leads an independent platform that structures deals, establishes project companies (SPCs), and contracts with the group's operating units as vendors under clear, arm's-length agreements.This is an investor and deal-structuring role β€” not a project or operations management position. You'll be the platform's first hire, responsible for building it from scratch.Purpose of the Role Capture the right PPP opportunities, structure them financially and legally, win them, then establish project companies and manage the portfolio to deliver investment returns for the Group and sustainable business for its units.Key ResponsibilitiesSet the Group's PPP strategy target sectors, project scale, and prioritiesIdentify opportunities with municipalities, government entities, and the National Center for Privatization (NCP)Prepare and submit Unsolicited Proposals to government entitiesLead feasibility studies and financial modeling with the advisory teamStructure deals: contract term, payment mechanism, risk allocation, and ownership structureLead technical and financial proposals through RFQ and RFP stagesNegotiate with government entities through award and contract signingBuild alliances with investment and technical partnersNegotiate with banks and financiers to reach financial closeManage external financial, legal, and technical advisorsEstablish project companies (SPCs) post-award and set their governanceContract with group units at market rates, on a documented, arm's-length basisMonitor financial and operational performance of each project throughout the contract termReport regularly to the CEO and Investment CommitteeManage contractual obligations with government entities and financiersPropose exit or refinancing opportunities as projects matureRequirementsBachelor's degree in Finance, Economics, Engineering, or Law; Master's (MBA or Finance) preferred12+ years of total experience7+ years specifically in PPP projects, project finance, or infrastructure investmentProven involvement in at least two PPP deals that reached award or financial closeStrong experience in the Saudi market and with government entities; GCC experience is a plusFluent in Arabic and English (written and spoken)CFA or APMG PPP certification (CP3P) preferredInterested or know someone great for this role?
