Apply & track with Apply EdgeJob SummaryWe are looking for an experienced Public Relations Officer (PRO) to establish and manage the company's government relations and administrative operations in the UAE from the ground up.The successful candidate must be currently based in the UAE, hold a valid UAE driving licence, and have strong practical knowledge of the UAE construction industry, labour requirements, government procedures, visa processing, labour camps, and employee mobilization.This is a highly hands-on role that requires establishing the PRO function independently, coordinating with government authorities, and supporting the company's offices, projects, workforce, and day-to-day operational needs.Key ResponsibilitiesEstablish and manage the company's PRO and government relations function from scratch.Handle all UAE government-related transactions, approvals, registrations and renewals.Coordinate employment visas, work permits, Emirates ID, medical fitness, labour cards and visa cancellations.Manage employee mobilization, onboarding and demobilization requirements in coordination with HR and project teams.Coordinate with MOHRE, ICP/GDRFA, municipalities, economic departments and other relevant government authorities.Manage requirements related to labour accommodation/camps, including establishment, approvals, inspections, utilities and compliance.Coordinate with project teams regarding manpower mobilization, documentation and government requirements.Support the establishment and setup of new company offices, project offices and site facilities, including required government approvals and registrations.Handle regular government inspections, notices, permits, renewals and compliance requirements.Maintain accurate records of all government documents, licences, permits, visas and employee-related documentation.Coordinate with external government service centres, typing centres, consultants and relevant authorities when required.Provide practical support to HR and management on UAE labour, immigration and government procedures.Ensure all government-related processes are completed within required deadlines and in compliance with UAE regulations.Support the company during the establishment of new projects and ensure all required administrative and government requirements are in place before project mobilization.Handle urgent government and operational issues and provide timely solutions.Maintain strong working relationships with relevant government authorities and service providers.Provide regular updates to management regarding pending applications, approvals, renewals, compliance issues and government requirements.Perform other government relations and administrative duties as required by management.RequirementsCurrently based in the UAE – mandatory.Minimum 5–8 years of UAE experience in PRO/government relations, preferably within the construction industry.Strong practical understanding of UAE government procedures and labour regulations.Proven experience handling visas, work permits, labour matters, Emirates ID, medical fitness and employee mobilization.Experience dealing with construction workers, labour camps and large-scale manpower requirements.Previous experience supporting new company/project setup from the ground up is highly preferred.Strong knowledge of UAE government portals and online systems.Valid UAE driving licence – mandatory.Ability to travel between offices, projects, government authorities and labour camps as required.Good communication and coordination skills.Strong problem-solving ability and ability to work independently.Must be highly organized, proactive and capable of handling multiple government and operational requirements simultaneously.Arabic and English communication skills are preferred.
