About Our ClientOur client is a fast-growing shipping organization with headquarters in Dubai and offices across Europe and Asia. The company operates a fleet engaged in the transportation of crude oil and petroleum products and is seeking a motivated Purchase Officer/Manager to join its procurement team.About the requirements:Manage and process day-to-day requisitions received from the fleet using the company's procurement and supply chain management systems.Source and obtain competitive quotations for vessel requirements, including: Technical spare parts, Engine and deck stores, Marine chemicals, Safety equipment and PPE, Lubricants, paints, and consumables, Provisions and cabin stores, Dry dock materials and repair servicesPrepare commercial bid comparison reports and summarize supplier offers for Superintendent review and approval.Negotiate pricing, payment terms, delivery schedules, and contractual agreements with suppliers.Invite, evaluate, and recommend supplier tenders, bids, quotations, and proposals in accordance with company procedures.Coordinate logistics and ensure timely delivery of purchased goods and services from suppliers to vessels worldwide.Ensure all purchasing activities comply with company policies, owner requirements, and budget controls.Review requisitions and quotations raised by external technical managers to ensure compliance with pricing, budgeting, and procurement standards.Support procurement activities for Dry Dock projects and Operational Expenditure (OpEx) requirements.Build and maintain strong relationships with suppliers and vendors while continuously identifying cost-saving opportunities.Conduct supplier evaluations, monitor performance, track pricing deviations, and maintain records of technical and commercial shortcomings.Collaborate with Technical, Marine, Operations, and Finance teams to identify the most economical procurement solutions.Maintain accurate procurement records, supplier databases, and purchasing documentation.About you:Bachelor's Degree in Business Administration, Procurement, Supply Chain Management, Maritime Studies, Engineering, or a related discipline.Minimum 2 years of purchasing/procurement experience within a shipping, maritime, ship management, or tanker operations environment.Strong understanding of marine procurement and end-to-end Procure-to-Pay (P2P) processes.Experience procuring technical marine spare parts, stores, equipment, and services for vessels.Knowledge of Dry Dock procurement activities is an advantage.Strong negotiation, sourcing, vendor management, and contract management skills.Ability to work effectively in a fast-paced environment with tight budget controls and operational deadlines.Strong written and verbal communication skills in English.
