عن أملاك:أملاك شركة رائدة في مجال التطوير والتسويق العقاري، تسعى لتقديم حلول عقارية مبتكرة وبناء مجتمعات متكاملة ترتكز على الجودة والقيمة المضافة.الوصف الوظيفي:نبحث عن مهندس مشتريات يمتلك خبرة في المشتريات الهندسية وتنفيذ المشاريع، للقيام بالجوانب الفنية لدورة المشتريات، بدءًا من دراسة المواصفات والمخططات والكميات، مرورًا بتحليل العروض والتنسيق مع الموردين والمقاولين، وحتى التحقق الفني من التوريدات والفواتير والمستخلصات، بما يضمن مطابقة المواد والأعمال للمواصفات المعتمدة وتوفرها في الوقت المناسب وبأفضل تكلفة.المهام والمسؤوليات:

• دراسة المواصفات الفنية والمخططات الهندسية ومراجعة طلبات الشراء فنيًا.
• مراجعة الكميات والحصر ومطابقتها مع المخططات وجداول الكميات والمستندات المعتمدة.
• إعداد طلبات عروض الأسعار للبنود الهندسية ورفعها للمراجعة والاعتماد.
• تحليل العروض فنيًا وإعداد تقارير التقييم وتوثيق أسباب استبعاد العروض غير المطابقة.
• إعداد أسس المقارنة الفنية ودعم المقارنة التجارية بالبيانات الفنية اللازمة.
• المشاركة في التفاوض مع الموردين والمقاولين بشأن الشروط الفنية وتوثيق النتائج.
• التحقق من مطابقة التوريدات لأوامر الشراء والمواصفات والكميات، والتوصية بقبولها أو رفضها.
• التحقق الفني من الكميات ونسب الإنجاز في الفواتير والمستخلصات وإحالتها إلى الإدارة المالية.
• إعداد ومراجعة نطاقات الأعمال والبنود الفنية لعقود التوريد والتنفيذ.
• إعداد خطط التوريد والتنسيق مع المواقع وإدارة المشاريع لضمان توفر المواد وفق الجداول الزمنية.
• دراسة البدائل الفنية والتوصية بالحلول التي تسهم في تحسين التنفيذ وخفض التكلفة.
• متابعة البنود طويلة التوريد، ورصد أسباب التأخير والمخاطر الفنية، وتحديث حالة التوريد ضمن التقارير الشهرية. المؤهلات والمتطلبات:
• بكالوريوس في الهندسة المدنية، المعمارية، الكهربائية أو الميكانيكية.
• خبرة عملية من 3 إلى 6 سنوات في المشتريات الهندسية أو تنفيذ المشاريع.
• القدرة على قراءة وتحليل المخططات الهندسية والمواصفات الفنية وجداول الكميات.
• خبرة في تحليل العروض الفنية، ومقارنة الموردين، وإعداد تقارير التقييم.
• مهارات قوية في الحصر، ومراجعة الكميات، والتنسيق مع المواقع والموردين والمقاولين.
• إجادة استخدام Odoo وMicrosoft Excel المتقدم.
• معرفة ببرامج الرسم الهندسي تُعد ميزة إضافية.
• شهادة مهنية في إدارة المشاريع أو سلاسل الإمداد تُعد ميزة إضافية.
• عضوية الهيئة السعودية للمهندسين.
• إتقان اللغة العربية، ومستوى جيد في اللغة الإنجليزية.

Job Description

We are looking for an experienced Procurement Engineer with a strong background in engineering procurement or project execution. The role is responsible for the technical aspects of the procurement cycle—from reviewing specifications, drawings, and quantities to evaluating quotations, coordinating with suppliers and contractors, and technically verifying deliveries, invoices, and progress claims—ensuring compliance with approved specifications, timely availability, and cost efficiency.

Key Responsibilities

• Review technical specifications, engineering drawings, and purchase requests from a technical perspective.
• Verify quantities against approved drawings, bills of quantities, and supporting documents.
• Prepare requests for quotations for engineering items and submit them for review and approval.
• Conduct technical evaluations of quotations, prepare evaluation reports, and document the reasons for recommending the exclusion of non-compliant bids.
• Establish technical comparison criteria and support commercial evaluations with the required technical information.
• Participate in negotiations with suppliers and contractors regarding technical terms and document the outcomes.
• Verify that deliveries comply with purchase orders, specifications, and quantities, and recommend acceptance or rejection.
• Technically verify quantities and completion percentages in invoices and progress claims before referring them to the Finance Department.
• Prepare and review scopes of work and technical clauses for supply and execution contracts.
• Develop supply plans and coordinate with project teams and sites to ensure materials are available according to schedule.
• Evaluate technical alternatives and recommend solutions that improve execution and reduce costs.
• Monitor long-lead items, delivery delays, and technical risks, and provide updates for monthly reports.Qualifications & Requirements:
• Bachelor’s degree in Civil, Architectural, Electrical, or Mechanical Engineering.
• 3–6 years of experience in engineering procurement or project execution.
• Strong ability to read and analyze engineering drawings, technical specifications, and bills of quantities.
• Experience in technical bid evaluation, supplier comparison, and preparation of evaluation reports.
• Strong skills in quantity verification and coordination with project teams, suppliers, and contractors.
• Proficiency in Odoo and advanced Microsoft Excel.
• Knowledge of engineering drawing software is preferred.
• A professional certification in project management or supply chain management is preferred.
• Membership in the Saudi Council of Engineers.
• Fluency in Arabic and a good command of English.
• Strong technical accuracy, analytical, time-management, prioritization, and problem-solving skills.📍 Dhahran, Saudi Arabia
