Job Summary:The Purchasing Officer is responsible for managing the procurement of construction materials, equipment, tools, consumables, and services required for company projects. The role involves sourcing reliable suppliers, obtaining competitive quotations, negotiating prices and terms, issuing purchase orders, monitoring deliveries, and ensuring materials are procured according to project requirements, specifications, quality standards, budget, and schedule.Key Responsibilities:Receive and review material and procurement requests from project, engineering, warehouse, and other departments.Source and evaluate qualified local and international suppliers.Request, compare, and negotiate quotations to achieve competitive pricing and favorable commercial terms.Prepare and issue purchase orders in accordance with approved procurement procedures.Ensure purchased materials comply with approved specifications, quantities, quality standards, and project requirements.Coordinate with suppliers regarding availability, lead times, delivery schedules, payment terms, and documentation.Follow up on purchase orders and ensure timely delivery to project sites or warehouses.Maintain accurate records of quotations, purchase orders, delivery notes, invoices, and supplier documentation.Coordinate with site engineers, project managers, warehouse teams, finance, and QA/QC departments regarding procurement requirements.Monitor material prices and market conditions and identify opportunities for cost savings.Evaluate supplier performance based on price, quality, delivery, responsiveness, and compliance.Develop and maintain a reliable supplier/vendor database.Assist in negotiating annual or project-specific supply agreements and contracts.Verify invoices and supporting documents against purchase orders and delivery records before forwarding for payment processing.Resolve issues related to delayed deliveries, incorrect quantities, damaged materials, or non-conforming products.Ensure procurement activities comply with company policies, project requirements, and applicable KSA regulations.Maintain proper procurement documentation for internal controls, audits, and project records.Support the Procurement Manager in preparing procurement reports, cost comparisons, and purchasing analyses.Responsible for procurement of:Civil and building materialsCement, concrete, aggregates, and blocksSteel, reinforcement bars, and structural materialsElectrical materials and equipmentPlumbing and HVAC materialsFinishing materialsTools, hardware, and consumablesSafety/PPE itemsConstruction equipment and spare partsTemporary works materialsOffice and site suppliesSubcontracted services and other project-related requirementsQualifications:Bachelor’s degree or diploma in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.Typically 4–10 years of purchasing/procurement experience, preferably within the construction or contracting industry.Experience dealing with suppliers and vendors in the Saudi Arabian market is preferred.Good knowledge of construction materials and procurement processes.Strong negotiation and communication skills.Good knowledge of Microsoft Office, particularly Excel.Experience with ERP/procurement systems such as SAP, Oracle, Microsoft Dynamics, or similar systems is an advantage.Good command of English; Arabic is an advantage.Valid KSA work authorization/transferable Iqama, where applicable.Key SkillsSupplier sourcing and evaluationPrice negotiationPurchase order managementCost control and savingsConstruction material knowledgeVendor relationship managementProcurement planningDelivery and expeditingCommercial awarenessMicrosoft Excel and ERP systemsCommunication and coordinationProblem-solvingAttention to detailTime managementKey Performance Indicators (KPIs)Procurement cost savings achievedOn-time delivery percentagePurchase order processing timeSupplier performanceCompliance with approved procurement proceduresMaterial quality and specification complianceReduction in urgent/emergency purchasesAccuracy of purchasing documentationAvailability of required materials for project activitiesInternal: Project Managers, Site Engineers, Planning, QS/Commercial, QA/QC, Warehouse, Finance, and Management.External: Suppliers, manufacturers, distributors, subcontractors, logistics providers, and service providers.Job ObjectiveTo ensure the timely, cost-effective, and quality-compliant procurement of materials, equipment, and services required for construction projects while maintaining strong supplier relationships and supporting the company’s project delivery and cost-control objectives.
