RAM Arabia General Contracting is seeking a highly qualified and experienced QA/QC Manager to join our project team for a major hospital construction project in Riyadh.We are looking for a quality-driven professional with extensive experience in healthcare construction projects, capable of developing, implementing, and maintaining a comprehensive Project Quality Management System that ensures full compliance with contractual requirements, technical specifications, client expectations, and applicable local and international standards. Position SummaryThe QA/QC Manager will be responsible for developing, implementing, monitoring, and continuously improving the Project Quality Management System while overseeing all Quality Assurance and Quality Control activities across all engineering disciplines. The successful candidate will ensure that all construction activities are executed in full compliance with approved drawings, specifications, contractual requirements, regulatory standards, and project quality objectives through to final project handover. Key Responsibilities●       Develop, implement, and maintain the Project Quality Plan (PQP).●       Establish and monitor the Project Quality Management System in accordance with ISO 9001 requirements.●       Lead and manage the Project QA/QC Department throughout all project phases.●       Supervise QA/QC Engineers and Inspectors across all engineering disciplines.●       Review and approve Inspection and Test Plans (ITPs).●       Review and approve Method Statements prior to execution.●       Review and approve Material Submittals and technical submissions.●       Monitor Material Inspection Requests (MIRs) and Work Inspection Requests (WIRs).●       Ensure all construction activities comply with approved drawings, specifications, and project requirements.●       Review laboratory testing reports and quality documentation.●       Conduct internal and external quality audits.●       Issue, monitor, and close Non-Conformance Reports (NCRs).●       Lead corrective and preventive action processes to ensure continual improvement.●       Investigate quality issues and perform Root Cause Analysis.●       Oversee quality compliance for Civil, Architectural, Structural, Mechanical, Electrical, HVAC, Fire Protection, Medical Gas, and Finishing Works.●       Coordinate inspections and approvals with the Client and Consultant.●       Monitor Testing, Commissioning, and Project Handover activities.●       Maintain complete quality records and project documentation.●       Prepare periodic quality reports and present quality performance to senior management.●       Coordinate closely with Project Management, Construction, Technical Office, Planning, Procurement, and HSE Departments to achieve project quality objectives. Qualifications●       Bachelor's Degree in Civil, Architectural, Mechanical, or Electrical Engineering from an accredited university.●       Valid membership with the Saudi Council of Engineers.●       ISO 9001 Lead Auditor or Lead Implementer certification is preferred.●       Professional Quality Management certifications are considered an advantage. Experience Requirements●       Minimum 15 years of experience in Quality Assurance and Quality Control within the construction industry.●       Minimum 7 years of proven experience on hospital or healthcare facility construction projects.●       Demonstrated experience managing quality systems on large-scale construction projects.●       Experience in Testing, Commissioning, and Final Project Handover.●       Strong experience working with Clients, Consultants, and Government Authorities. Technical KnowledgeThe successful candidate shall demonstrate comprehensive knowledge of:●       Saudi Building Code (SBC).●       Saudi Ministry of Health requirements for healthcare facilities.●       ISO 9001 Quality Management Systems.●       NFPA Codes and Standards.●       ASHRAE Standards.●       ASTM, ACI, AISC, and IEC Standards applicable to construction works.●       FIDIC Contract Requirements related to quality management.●       Inspection and Test Plans (ITPs).●       Method Statements.●       Material Approval Procedures.●       Material Inspection Requests (MIRs).●       Work Inspection Requests (WIRs).●       Non-Conformance Report (NCR) Management.●       Corrective and Preventive Action Procedures.●       Testing, Commissioning, and Final Handover Processes. Digital & BIM Experience●       Experience working on BIM-enabled construction projects.●       Ability to review construction quality through BIM models.●       Familiarity with multidisciplinary coordination and Clash Detection processes.●       Knowledge of ISO 19650 standards.●       Experience using Common Data Environment (CDE) platforms.●       Experience utilizing digital document management systems throughout the project lifecycle. Software RequirementsCandidates should have practical experience using the following software and digital platforms:●       Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).●       AutoCAD.●       Bluebeam Revu or equivalent document review and markup software.●       Oracle Aconex, Autodesk Construction Cloud (ACC), or equivalent document management platforms.●       Working knowledge of Autodesk Revit and Navisworks Manage for model review and multidisciplinary coordination is considered an advantage.●       Experience working within BIM environments and Common Data Environment (CDE) platforms is considered an advantage. Preferred QualificationsPreference will be given to candidates with:●       Previous experience on Ministry of Health or Healthcare Cluster projects.●       Experience delivering specialized or tertiary healthcare facilities.●       Experience in healthcare commissioning and quality compliance.●       Additional professional certifications in Quality Management.●       Experience implementing BIM-enabled quality management and digital construction processes.
