Location: Madinah, Saudi Arabia (Onsite) Project Duration: 36 Months (3 Years) Experience: 10+ Years Salary: SAR 14,000–16,000 per monthJob SummaryWe are seeking an experienced Quality & Technical Excellence Specialist to join a long-term government digital transformation project in Madinah, Saudi Arabia. The ideal candidate will be responsible for establishing and maintaining quality standards, ensuring technical excellence across project deliverables, implementing quality management frameworks, and driving continuous improvement initiatives. The role requires close collaboration with project teams, technical leads, and stakeholders to ensure all solutions meet organizational and industry standards.Key ResponsibilitiesDevelop, implement, and maintain quality assurance and technical excellence frameworks across the project.Define quality standards, policies, procedures, and governance models.Monitor project deliverables to ensure compliance with quality requirements and best practices.Conduct quality reviews, technical audits, and compliance assessments.Establish quality metrics, KPIs, and performance dashboards.Identify process improvement opportunities and implement corrective and preventive actions (CAPA).Collaborate with project managers, architects, developers, QA teams, and business stakeholders to ensure technical excellence.Review technical documentation, solution designs, and implementation deliverables.Support risk management activities by identifying quality-related risks and mitigation plans.Promote continuous improvement, knowledge sharing, and quality culture across the organization.Ensure compliance with organizational policies, security standards, and industry best practices.Prepare executive reports, quality assessments, and project governance documentation.Required QualificationsBachelor's degree in Computer Science, Software Engineering, Information Technology, Engineering, or a related field.Minimum 10 years of experience in Quality Assurance, Quality Management, Technical Governance, or IT Service Excellence.Proven experience working on enterprise or government digital transformation projects.Strong understanding of software development life cycle (SDLC), IT governance, and quality management principles.Technical SkillsQuality Management Systems (QMS)Software Quality Assurance (SQA)SDLC & STLCTechnical GovernanceProcess Improvement & Continuous ImprovementRisk ManagementQuality Audits & ComplianceKPI & Performance MeasurementRoot Cause Analysis (RCA) & CAPAAgile & Waterfall MethodologiesPreferred CertificationsISTQB Advanced Level or Expert LevelPMP (Project Management Professional)ISO 9001 Lead Auditor or Lead ImplementerITIL Foundation or ITIL Managing ProfessionalLean Six Sigma Green Belt or Black BeltCertified Quality Engineer (CQE) – ASQ (Preferred)Soft SkillsStrong leadership and mentoring skills.Excellent analytical and problem-solving abilities.Outstanding communication and stakeholder management skills.Strong documentation and reporting capabilities.Ability to work effectively with cross-functional teams.High attention to detail and commitment to quality.Ability to drive organizational change and continuous improvement.Preferred Industry ExperienceGovernment SectorEnterprise Digital TransformationSoftware Development & Quality AssuranceIT ConsultingLarge-Scale Technology Programs
