JOB PURPOSEQS is responsible for cost control, contract administration, and commercial management of construction projects within the PM/CM framework. The role ensures efficient financial monitoring, compliance with contractual obligations, and support in cost-related decisions to safeguard the project's financial health.DUTIES & RESPONSIBILITIES1- Cost Control & Estimation:

Prepare cost estimates, budgets, and forecasts for construction projects.
Monitor actual vs. budgeted costs and identify cost-saving opportunities.
Evaluate contractor claims and variations, ensuring accurate cost analysis.
Conduct and assist on value engineering assessments to optimize project efficiency.2- Contract Administration:
Review and manage contractual agreements, ensuring compliance with contract terms.
Coordinate with procurement teams to analyze bids and negotiate contracts.
Prepare and issue contract-related documentation, including payment certificates and claims.
Assist in resolving disputes related to contracts, scope, and financial claims.3- Quantity Surveying:
Prepare and maintain Bill of Quantities (BOQ) and track project costs.
Conduct quantity take-offs and assess work progress for valuation purposes.
Verify and review the Contractor Invoice and Interim Payment Certificates against agreed terms.
Maintain records of project finances, contract variations, Engineer’s Instruction, Change Orders.
Support PM/CM teams in financial reporting and budget reviews and monthly report updates in related to Commercial section.
Provide cost-related insights and analysis to project stakeholders.
Attend project commercial meetings to discuss financial matters, Variation, Claims, etc….
Prepare monthly commercial reports to track financial performance.QUALIFICATIONSEXPERIENCE REQUIREMENTSThis position requires 7+ years of experience in a similar field, and within a PM/CM company.EDUCATION REQUIREMENTSBachelor’s degree in Quantity Surveying or a related field.QUALIFICATIONSKnowledge of local construction regulations, laws, and financial principles.Experience working with stakeholders, contractors, and consultants.REQUIRED SKILLSStrong knowledge of FIDIC contracts, procurement procedures, and tendering processes.Expertise in cost estimation, BOQ preparation, and Payment Certification.Proficiency in AutoCAD, MS Excel, cost management software, and ERP systems.Excellent analytical, negotiation, and communication skills.Ability to manage multiple projects and work under pressure.Strong attention to detail and ability to mitigate financial risks.
