You will join a collaborative, mission-driven team of internationally recognized experts and innovators working to bring advanced nuclear energy to the world.The RoleAs the Lead, Records Management & Document Control (RMDC), you will serve as the founding architect and operational lead for ZettaJoule’s end-to-end document control and quality records management program. Reporting directly to the Vice President, Licensing, you will build this vital capability from the ground up to support our reactor licensing, engineering baselines, and commercial deployment. The final job title and level will be commensurate with the successful candidate’s experience and qualifications.In this lead individual contributor role, you will evaluate and select enterprise tooling (EDMS/PLM), establish company-wide RMDC procedures, configure workflow taxonomies, and maintain compliance with nuclear regulatory frameworks (ASME NQA-1, 10 CFR 50 Appendix B, and NRC guidelines). You will bridge design, configuration management, quality, and licensing submittals, ensuring every technical calculation, drawing, and regulatory record is controlled, authentic, and retrievable on demand.Key ResponsibilitiesProgram Development & GovernanceArchitect, implement, and maintain ZettaJoule’s RMDC program in compliance with applicable regulations, guidance, and standards.Author and launch procedures, guidance, and training modules covering document classification, numbering schemes, review/approval matrices, distribution workflows, and record retention schedules.Classify record type and retention requirements in coordination with Licensing, Systems Engineering, and Quality teams; establish rigorous chain-of-custody, receipt inspection, and storage protocols for physical and electronic records.Tool Selection & Systems ImplementationLead the vendor evaluation, technical selection, and implementation of a modern, cloud-based Electronic Document Management System (EDMS) and/or Product Lifecycle Management (PLM) repository tailored for nuclear compliance.Define system architecture requirements, metadata models, role-based access controls, and electronic signature processes compliant with applicable regulatory requirements.Partner with IT to ensure system validation, disaster recovery, long-term format migration (PDF/A, CAD formats), and data integrity.Licensing & Engineering Configuration SupportSupport the intake, control, and transmission of licensing deliverables submitted to the U.S. Nuclear Regulatory Commission (NRC), Department of Energy (DOE), and international safety authorities.Interface directly with Engineering, Design, and Analysis teams to manage the release and baseline change control of engineering documents, including calculations, P&IDs, specifications, design basis documents, and change notices.Manage safeguards for proprietary information, Personally Identifiable Information (PII), Export Controlled Information (ECI under 10 CFR 810 and EAR/ITAR), Official Use Only / SUNSI, and Controlled Unclassified Information (CUI) designations.Operations & Audit ReadinessServe as the primary custodian of records during NRC inspections, ASME NQA-1 surveys, and external partner quality audits.Conduct periodic internal surveillance and audits of document control adherence across project teams, contractors, and vendors.Train and onboard engineering, regulatory, and corporate personnel on document creation, submittal protocols, and records preservation best practices.What You BringEducation: Bachelor’s degree in Information Management, Computer Science, Engineering, Business, or a related field (equivalent industry experience will also be evaluated).Experience: 8+ years of progressive document control and records management experience within a regulated nuclear environment (nuclear vendor, supplier, or utility).Regulatory Depth: Proven expertise in ASME NQA-1 (Requirement 6 "Document Control" and Requirement 17 "Quality Assurance Records"), 10 CFR 50 Appendix B, and NRC Document Submittal Guidelines (including Electronic Information Exchange protocols).System Implementation: Direct experience evaluating, configuring, or administrating enterprise EDMS/PLM tools and defining metadata schemas, workflows, and lifecycle states.Configuration Management: Solid understanding of nuclear configuration management principles (e.g., ANSI/NIRMA, INPO, or EPRI guidelines) and change-management interfaces with Systems Engineering.Collaboration & Communication: Outstanding organization, process-writing capability, and interpersonal presence to drive program adoption across an engineering and regulatory organization.Citizenship & Export Control RequirementsMust be a U.S. Citizen or U.S. Permanent Resident (Green Card holder).Access to export-controlled technical data governed by 10 CFR Part 810 and the Export Administration Regulations (EAR) requires authorization consistent with U.S. export control laws.Even BetterExperience establishing an RMDC function from the ground up at an advanced reactor, SMR, or nuclear startup.Professional certifications such as CRM (Certified Records Manager), NIRMA certification, or CIP (Certified Information Professional).Experience with international nuclear interfaces or bilateral supply chain data handling (e.g., Japanese NRA or European regulatory frameworks).Familiarity with Systems Engineering workflows and requirements management.
