Potomac Economics serves as the Independent Market Monitor or Market Monitoring Unit for several major U.S. wholesale electricity markets, including MISO, ERCOT, NYISO, ISO New England, and the Regional Greenhouse Gas Initiative. In these roles, the firm designs and implements monitoring plans to detect and address flaws in market design and potential market power abuses. Led by President Dr. David B. Patton, an energy economist with over two decades of experience, Potomac Economics offers deep expertise in market design, monitoring, transmission pricing, and congestion management.Role Description The Regulatory Affairs Specialist is a full-time, hybrid role based in Austin, TX, with flexibility for some work from home. This position supports regulatory monitoring and compliance efforts related to wholesale electricity and natural gas markets, working closely with economists, analysts, and legal professionals. Day-to-day tasks include reviewing and interpreting regulatory filings, rules, and market tariffs; tracking changes in federal and state energy regulations; and preparing summaries and impact assessments for internal and external stakeholders. The specialist will help draft comment letters, formal submissions, and reports to regulatory bodies, and assist in developing recommendations on market design and policy issues. The role also involves maintaining internal documentation, coordinating with project teams on regulatory timelines, and contributing to presentations and briefings for clients and market institutions.Qualifications Strong regulatory analysis skills, including interpreting energy market rules, tariffs, and policy documents, and assessing compliance implications.Knowledge of electricity and/or natural gas markets, including market design, pricing structures, and competitive market dynamics.Excellent written communication skills for drafting reports, regulatory filings, comment letters, and concise policy summaries.Research and analytical capabilities, including gathering data from regulatory sources, conducting qualitative and quantitative analysis, and synthesizing findings.Ability to collaborate in a hybrid environment, manage multiple deadlines, and maintain high attention to detail in a fast-paced, policy-driven setting.Bachelor’s degree in economics, public policy, law, engineering, business, or a related field; an advanced degree or relevant regulatory experience in energy markets is advantageous.Experience working with or within regulatory agencies, independent system operators, utilities, or energy market stakeholders is beneficial.
