What The Role IsAt the Civil Service College (CSC), the Institute of Governance and Policy (IGP) brings together learning and development (L&D) specialists and researchers to build Public Service capabilities in governance, social-economic policy, international relations, public communications and engagement, and policy tools such as evaluation behavioural insights.As a Researcher (Economics) in IGP, you will work with senior officers to examine how the Singapore Public Service can respond to emerging challenges, strengthen institutions, and govern effectively in an increasingly complex environment. You will contribute to research on cross-cutting public policy issues and translate the resulting insights into learning experiences, programmes and resources for public officers. The role involves engagement with public sector leaders, domain experts, stakeholders, and learning professionals to shape thinking and practice across the Public Service.What You Will Be Working OnConducting research on public policy and economic issues that brings fresh perspectives, thought leadership and produces actionable insights for policy and planning officers.Designing and delivering learning interventions that build public sector capabilities. Work with learning designers to translate economic research insights into learning experiences that strengthen officers' knowledge, skills and judgement. This includes developing learning resources, digital content, as well as co-designing and running learning sessions and activities.Collaborating with domain experts and stakeholders, including public sector leaders, agencies, external specialists, learning and development professionals and other stakeholders to sense make learning needs and gaps in Singapore's governance and policy capabilities, so that our learning interventions are developed in a relevant and timely manner.What We Are Looking For3 years of experience in a policy role in Public Service. Experience in economic policy roles would be especially advantageous.A degree in Economics would be necessary; familiarity with quantitative research and methods would be beneficial.Strong interest in public policy, governance, and issues affecting the Public Service.Curiosity and learning agility, with the ability to translate research into effective learning content, programmes, or resources.
