Apply & track with Apply EdgeEnsure the effectiveness and efficiency of actual revenue collection processes to achieve financial sustainability and full compliance with accounting standards and applicable financial laws.Key ResponsibilitiesSpecialized DutiesSupervise government entities in collecting their revenues and outstanding receivables, approve the annual revenue-monitoring plan, and assign tasks to section staff.Review periodic reports analyzing variances between actual and planned financial performance, and approve recommendations to improve collection of overdue and defaulted debts.Oversee the collection and monitoring of government revenues from taxes and concessions.Supervise the development of standards and models for measuring and forecasting revenues over the short, medium, and long term, and approve statistical models prepared by consultants and the team.Supervise the development and updating of a unified guide for coding and classifying assets, materials, and services.Manage the publication of approved service activities of government entities on the Government Fees Portal.Supervise preparation of periodic reports on public revenues and review the consolidated government revenue report.Supervise receipt and approval of invoices related to Smart Payment Gateway partners and forward them for payment.Oversee the maintenance and monitoring of bank guarantees related to agreements and contracts with Smart Payment Gateway partners.Supervise daily and periodic gateway operations, verify fund transfers to entities, ensure reconciliation accuracy, and investigate and resolve discrepancies.General DutiesReview and approve the section's operational framework and ensure it is documented and updated regularly.Evaluate employee performance and promote development and efficiency.Establish smart performance indicators (KPIs) and targets aligned with the department's strategic objectives.Approve annual leave plans to ensure continuity of operations.Prepare the section's SWOT analysis document.Review and approve employees' operational objectives and ensure alignment with departmental objectives.Review and approve staff training plans based on actual development needs.Review and approve the Business Impact Analysis (BIA) and Business Continuity Plan (BCP) for the section.Maintain and update the section's risk register and ensure appropriate mitigation measures are implemented.Perform any other duties assigned within the scope of the position.Qualifications & ExperienceBachelor's degree or equivalent in Business Administration, Accounting, or FinanceMinimum 6 years of experience
