Job SummaryThe Roaming and Interconnect Manager is responsible for managing and optimising all roaming and interconnection relationships and processes to ensure seamless international and domestic connectivity, revenue assurance, regulatory compliance, and superior partner experience. This role drives commercial negotiations, operational efficiency, billing accuracy, dispute resolutions, and strategic partnerships with mobile network operators (MNOs), international carriers, and vendors.Key ResponsibilitiesRoaming ManagementLead roaming strategy, execution, and performance monitoring for voice, SMS, and data services.Negotiate and manage roaming agreements with international operators and partners.Ensure timely provisioning, testing, and launch of roaming services.Monitor roaming traffic, experiences, and settlement accuracy.Analyse roaming usage trends and develop pricing and optimisation strategies.Work closely with network, IT, and finance teams to resolve operational issues affecting roaming.Interconnect ManagementManage all interconnect relationships (domestic and international) including settlement, capacity planning, and optimisation.Negotiate interconnect rates, bilateral agreements, and traffic terms with other operators.Ensure correct routing, quality of service (QoS), and dispute management for voice/SMS/data interconnect.Monitor interconnect traffic balances and utilisation to minimise leakage and improve efficiency.Revenue Assurance & BillingEnsure accurate billing and settlement for both roaming and interconnect traffic.Coordinate with finance and billing teams to reconcile accounts and investigate discrepancies.Implement controls and audit processes to prevent revenue leakage.Regulatory & ComplianceEnsure compliance with Uganda Communications Commission (UCC) regulations, international standards, and reporting requirements.Prepare regulatory submissions, tariff filings, and periodic reports as required.Support audits and compliance reviews for roaming and interconnect.Partnerships & Stakeholder ManagementBuild and maintain strong relationships with local and international operator partners.Serve as the primary escalation contact for partner operational and commercial issues.Collaborate with sales, marketing, customer experience, and technical teams to drive product enhancements and customer satisfaction.Performance Monitoring & ReportingTrack KPIs such as traffic volumes, revenues, costs, dispute resolution time, QoS metrics, and partner performance.Produce weekly/monthly/quarterly performance reports for senior management.Qualifications & ExperienceEducation:Bachelor’s degree in Telecommunications, Electrical Engineering, Business, Economics, or related field.Professional certifications in telecom, project management, or interconnect/roaming domains are a plus.Experience:Minimum 5–8 years telecommunications experience, with focus on roaming and interconnect management.Proven negotiation experience with operators and service providers.Knowledge of international roaming technologies (e.g., GRX, IPX, TAP/CaPe/NRTRDE) and interconnect frameworks.Skills & CompetenciesCommercial acumen with strong negotiation and contract management skills.Analytical & problem-solving: ability to interpret complex traffic and financial data.Technical understanding of telecom protocols, interconnect routing, signalling, and billing systems.Stakeholder management: strong communication and relationship-building with internal and external partners.Regulatory awareness of Uganda telecom policy ecosystem.Excellent organizational and project management skills.Working ConditionsOffice-based role with occasional field visits.Requires travel for partner visits, international roaming summits, and interconnect forums.Key Performance Indicators (KPIs)Timely negotiation and renewal of roaming and interconnect agreements.Accuracy and timeliness of settlements and revenue assurance metrics.Reduction in disputes and billing discrepancies.Network quality and partner SLA adherence.Growth in roaming revenues and traffic optimisation.
