Rural Health Data Analyst

At the Illinois Primary Health Care Association, we educate, empower and advocate for Illinois’ community health centers so every person across the state can access the cutting-edge, compassionate care they need. We are searching for a Rural Health Data Analyst to support rural healthcare transformation initiatives through data collection, analysis, reporting, and performance measurement.This position works with rural healthcare providers and internal teams to translate healthcare data into actionable insights that improve quality outcomes, support population health management, strengthen program evaluation efforts, and inform strategic decision-making. The Rural Health Data Analyst assists with developing dashboards, monitoring key performance indicators, identifying trends, and ensuring data integrity across multiple healthcare and grant-funded initiatives.Duties:

• Collect, validate, clean, and analyze healthcare and programmatic data from multiple sources, including:o Electronic Health Records (EHRs)o Practice Management Systemso Health Information Exchanges (HIEs)o Claims and billing systemso Population health platformso Surveys and program databases
• Analyze healthcare utilization, quality metrics, and operational performance indicators.
• Identify trends, patterns, disparities, and opportunities for improvement.
• Conduct ad hoc analyses to support program initiatives and organizational decision-making.
• Develop and maintain routine and ad hoc reports for leadership, stakeholders, and participating organizations.
• Create interactive dashboards and visualizations using reporting and business intelligence tools.
• Work with the project evaluation team to ensure data reporting supports programmatic needs.
• Monitor key metrics such as:o Clinical quality measureso Preventive screening rateso Chronic disease outcomeso Behavioral health integration measureso Access and utilization metricso Value-based performance measures
• Present findings in a clear and understandable manner to both technical and non-technical audiences.
• Support data reporting requirements for state and federal programs.
• Provide comparative analysis using project specific metrics and the Uniform Data System (UDS)annual reports.
• Support program evaluations and continuous quality improvement initiatives.
• Collaborate with Rural Health Practice Transformation Coach and other program staff tomonitor project progress.
• Provide technical assistance regarding data interpretation and reporting.
• Develop educational materials, toolkits, and resources.
• Build strong relationships with healthcare providers, administrators, and community partners.

Qualifications

• Bachelor’s degree in Public Health, Healthcare Administration, Health Informatics, Statistics,Data Science, Computer Science, Epidemiology, or related field. Preference given to graduatelevel applications.
• Minimum of 3–5 years of experience in healthcare data analysis, reporting or programevaluation.
• Experience working with healthcare datasets and reporting systems.
• Proficiency in Microsoft Excel, SQL, Data Visualization tools such as Power BI, Tableau, or similar.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to manage multiple projects simultaneously.Valued Knowledge, Skills and Abilities:
• Knowledge of healthcare quality improvement and population health concepts.
• Understanding of healthcare data structures and clinical workflows.
• Ability to interpret healthcare regulations and reporting requirements.
• Strong attention to detail and commitment to data accuracy.
• Ability to manage multiple projects and deadlines simultaneously.
• Ability to communicate technical information to non-technical audiences.
• Knowledge of HIPAA and data privacy requirements.Other Necessary Skills and Abilities:
