🎯 Job PurposeTo enhance financial oversight for the department and related social sector entities by developing and implementing accounting policies and internal controls, monitoring asset management, and reviewing and submitting financial reports in accordance with International Public Sector Accounting Standards (IPSAS) and applicable legislation, while ensuring compliance with accounting controls and effective financial risk management.📋 Key ResponsibilitiesSupervise the development, implementation, and periodic review of internal control and accounting policies in alignment with IPSAS, applicable legislation, and organizational requirements.Monitor the financial management of assets, including registration, capitalization, transfers, depreciation, and disposals, ensuring compliance with approved accounting policies and standards.Ensure the accuracy and completeness of the general ledger and account records, including reconciliations, clearing accounts, and month-end and year-end financial closing activities.Review financial risk identification and assessment and collaborate with relevant units to develop and implement appropriate mitigation strategies.Review financial statements and financial reports in accordance with IPSAS and applicable legislation and ensure the timely submission of required reports.Monitor VAT accounting and ensure appropriate accounting treatment and correction journal entries, where applicable.Coordinate with internal and external auditors, provide required supporting information and documentation, and follow up on audit findings and recommendations.Supervise the Accounts and Assets Management team, including work allocation, review of accounting activities, performance monitoring, and provision of guidance and support.🎓 Job RequirementsBachelor’s degree in accounting, Finance, or a relevant field.Minimum of 7 years of relevant experience in general accounting, including significant experience in fixed assets management.Minimum of 2 years of experience in a supervisory or team-lead role, including work allocation, review of accounting activities, and team performance management.Experience in general Ledger (GL) and month-end/year-end closing.Experience in Journal entries, accruals, provisions, and reclassifications.Experience with IPSAS and government accounting policies.Experience with Oracle Fusion or similar ERP/financial systems.A professional accounting qualification such as ACCA, CPA, CMA, or equivalent is preferred.Strong analytical, communication, stakeholder management, and problem-solving skills.
