With a decade of experience in the region and a team that possesses extensive knowledge of the market, we provide a fully integrated HR solution.We are currently recruiting for an Senior Analyst Regulatory Reporting - Banking for our client to be based out of their Dubai office.Job Purpose:Support the Head of Finance, Financial Reporting and Manager, Regulatory Reporting in establishing, implementing and maintaining regulatory reporting procedures for the bank, ensuring compliance with reporting requirements from the local regulator (CBUAE) as well as international financial reporting standards; strengthen the Regulatory Reporting function to ensure excellence in process design and implementation; ensure key controls are present and operating effectively; and ensure adequate cover is provided for core responsibilities across the regulatory reporting function, eliminating any key person dependencies.Job Responsbilities:1. Prepare and/or review financial and non-financial regulatory returns submitted to the Central Bank of the UAE (CBUAE) on fortnightly, monthly, quarterly, half-yearly and annual cycles. 2. Ensure all CBUAE submissions are complete, accurate and delivered within prescribed regulatory timelines, with appropriate professional care and no material errors or omissions. 3. Support the CBUAE Banking Return Forms (BRF) reporting programme by coordinating with cross functional teams to implement regulatory updates, system changes and automation in line with applicable CBUAE circulars and guidelines. 4. Prepare and/or review Basel III capital adequacy calculations and supporting schedules, including risk weighted assets, in coordination with the relevant Finance teams and Risk Unit for submission to the CBUAE. 5. Coordinate responses to CBUAE enquiries and internal audit reviews relating to regulatory reporting data, ensuring that accurate information and supporting documentation are provided within agreed timelines. 6. Prepare and submit statistical returns to the relevant Emirates and ministries, ensuring completeness, accuracy and compliance with prescribed submission timelines. 7. Support the design, implementation and maintenance of Finance policies, procedures and controls required to ensure that transactions are accurately captured, accounted for and reflected in regulatory submissions in accordance with applicable requirements. 8. Track key regulatory matters ensuring appropriate level of engagement and oversight, ensuring absolute integrity in the bank’s financial reporting. 9. Develop communication and reporting on regulatory announcements and change. 10. Coordinate with technology and relevant business stakeholders to implement, test and automate CBUAE reporting inputs and ensure that new and existing products are accurately reflected in regulatory reporting and receive the appropriate accounting treatment. 11. Coordinate the timely provision of complete and accurate data, reconciliations and supporting documentation for internal and external audit requests and assist in resolving related queries and findings. 12. Support the preparation and review of account substantiation and financial disclosures for the annual and interim financial statements, ensuring consistency with underlying records and compliance with applicable accounting and regulatory requirements. 13. Monitor reporting-cycle delivery, proactively manage issues and dependencies, and keep stakeholders informed through regular, accurate status updates and timely escalation of material concerns. 14. Support regulatory reporting transformation initiatives by contributing to requirements definition, data validation, user acceptance testing, control design, implementation and post-deployment review. EXPERIENCE & ACADEMIC QUALIFICATIONS:
- Chartered Accountant or holder of a relevant master’s degree, supported by strong technical accounting knowledge and practical experience.
- High level of computer literacy, with a sound understanding of banking operations and commercial business drivers.
- At least six years’ experience in finance or accounting, preferably within the banking sector.
- Strong knowledge of CBUAE regulatory reporting requirements and applicable regulatory guidance.
- Sound understanding of finance, commercial and accounting concepts, processes and controls.
- Demonstrated experience in regulatory change management, process improvement and automation initiatives.Skills required
- Regulatory reporting expertise, including sound knowledge of CBUAE requirements, Banking Return Forms and applicable regulatory guidance.
- Advanced analytical and problem-solving skills, with the ability to interpret complex financial and non-financial data and identify reporting anomalies.
- Strong financial and regulatory report-writing skills, with the ability to present complex information clearly, accurately and concisely.
- High level of numerical accuracy, data validation and reconciliation capability, supported by strong attention to detail.
- Proficiency in financial systems, data analysis tools and Microsoft Office applications, particularly Excel, with exposure to reporting automation and data visualisation tools.
- Sound understanding of financial accounting, Basel capital concepts, risk-weighted assets and the control framework supporting regulatory submissions.
- Ability to translate regulatory requirements into clear business, data and system requirements and support testing and implementation activities.
- Effective planning and prioritisation skills, with the ability to manage multiple reporting cycles, dependencies and deadlines.
