We are currently seeking a seasoned compliance professional to serve as the Money Laundering Reporting Officer (MLRO) for our Singapore entities, to lead our anti-money laundering and counter-terrorism financing (AML/CFT) governance, fulfil statutory obligations under MAS regulations, and drive the continuous enhancement of our financial crime compliance framework.Job OverviewReporting to the Head of Compliance, you will act as the designated MLRO for our MAS-licensed Singapore entities, assuming full statutory responsibility for all AML/CFT compliance matters. You will own end-to-end AML/CFT strategy, system governance, regulatory reporting and inspection response, with a track record of building robust compliance programmes in regulated financial environments. This role will also support high-stakes business milestones including licence applications, business expansion and ongoing regulatory engagement, serving as the core internal expert on Singapore AML regulatory requirements.Job Responsibilities and DutiesStatutory MLRO & Regulatory ReportingFulfil all statutory obligations of the Money Laundering Reporting Officer as required by MAS and relevant Singapore regulations, serving as the primary authority for AML/CFT compliance within the Singapore entities.Oversee the end-to-end suspicious transaction reporting (STR) process: review and escalate high-risk alerts, approve and submit Suspicious Transaction Reports (STRs) to the relevant authorities in a timely and compliant manner, and maintain complete audit trails of all reporting activities.Prepare and submit periodic AML/CFT regulatory reports and returns to MAS and other relevant authorities, ensuring accuracy, completeness and alignment with regulatory deadlines.Provide regular AML/CFT risk updates and compliance status reports to senior management and the Board, and escalate material financial crime risks and issues without delay.AML Compliance System & Framework GovernanceLead the design, implementation and continuous optimisation of the group’s Singapore AML/CFT compliance programme and control framework, covering KYC/KYT, transaction monitoring, sanctions screening, Travel Rule compliance and customer risk assessment.Act as the key internal owner and primary point of contact for AML system vendors; develop, configure and fine-tune parameters for transaction monitoring, market surveillance and blockchain intelligence systems, and take full ownership of post-launch system maintenance, troubleshooting and effectiveness validation.Drive the integration of internal client systems with eKYC and FCC analytic platforms, and partner with the AML operations team to build and iterate the AML Customer Risk Assessment module for full-lifecycle client risk management.Oversee Travel Rule compliance implementation across Singapore entities, including account setup, rule configuration and cross-border data transmission, ensuring full alignment with FATF standards and MAS regulatory requirements.Conduct annual and ad-hoc reviews of all AML systems, controls and procedures, to validate ongoing effectiveness, accuracy and alignment with the latest regulatory updates and industry best practices.Regulatory Engagement & Inspection ManagementServe as the central liaison for all AML/CFT-related interactions with MAS and other Singaporean regulatory authorities; lead the preparation, coordination and response for regulatory inspections, on-site visits and enquiries.Lead end-to-end compliance support for high-stakes business milestones, including new licence applications, product launches and capital market transactions, ensuring AML/CFT requirements are embedded from the design stage.Manage and respond to AML-related due diligence enquiries from financial counterparties (including banks and securities brokers), as well as cybersecurity and compliance questionnaires from vendors and business partners.Lead vendor contract negotiations from an AML compliance perspective, collaborating with business units and the finance team to ensure third-party partnerships meet MAS and internal compliance standards.Risk Assessment, Policy & TrainingOwn the enterprise-wide AML/CFT risk assessment process for Singapore entities, including customer risk profiling, business line risk assessment and emerging financial crime risk identification and mitigation.Work directly with the Head of Compliance to draft, review and revise internal AML/CFT manuals, policies, procedures and control frameworks, ensuring comprehensive alignment with MAS regulations, FATF recommendations and group standards.Develop and deliver annual mandatory AML/CFT training programmes for all staff across Singapore entities, including role-specific training for frontline, operations and senior management teams.Partner with the Finance Department to prepare and manage the annual AML system and compliance budget, including forecasting for system usage, licensing, certification and external advisory needs.Job QualificationsBasic RequirementsBachelor’s degree or above in Business, Law, Finance, Economics or a related discipline.Fluency in English (written and spoken) is mandatory; proficiency in Mandarin is a strong plus.Professional ExperienceMinimum 8+ years of progressive experience in AML/CFT compliance within MAS-regulated financial institutions (including banking, capital markets, payment services or digital asset firms).Proven prior experience serving as a designated MLRO (or equivalent deputy MLRO role) in a Singapore-licensed financial entity, with in-depth knowledge of MAS AML/CFT regulatory framework and statutory reporting obligations.Demonstrated track record leading MAS regulatory inspections and audits, and building AML compliance programmes from inception.Hands-on experience with AML systems including transaction monitoring, sanctions screening, eKYC and blockchain intelligence tools; experience with Travel Rule compliance in digital asset or cross-border payment businesses is highly preferred.Prior experience supporting licence applications, IPO listings or major business expansion projects from a compliance perspective is a significant advantage.Previous experience holding Designated Compliance Officer (DCO) or Data Protection Officer (DPO) roles is a plus.Certifications & Core CompetenciesRelevant professional certifications are highly desirable: Certified Anti-Money Laundering Specialist (CAMS), IBFA Advanced Level 2 for Compliance, Practitioner Certificate in Personal Data Protection (Singapore), or equivalent AML/Compliance qualifications.Deep understanding of FATF recommendations, Singapore AML/CFT regulations and financial crime risk typologies, including digital asset-related money laundering risks.Strong stakeholder management skills, with the ability to communicate complex compliance requirements to business teams, senior management and regulators effectively.Highly motivated self-starter, comfortable working in a fast-paced, cutting-edge FinTech/digital asset environment, with strong problem-solving skills and attention to detail.Strong sense of accountability and sound judgement, with the ability to make independent risk-based decisions under pressure.
