Job Purpose:To manage and coordinate the University’s banking and treasury operations, covering bank accounts and banking facilities, daily cash and liquidity management, cash flow forecasting, receipt management, bank reconciliation, bank guarantees, electronic banking, and payment and collection channels.The position ensures that banking and treasury activities are executed accurately, promptly and in accordance with approved policies, delegated authorities, financial controls and applicable regulatory requirements. It provides reliable cash and liquidity information to support management decision-making on cash utilisation, funding requirements and other treasury matters, including the optimisation of surplus funds to enhance interest income.The position serves as a key operational liaison with the PETRONAS Integrated Financial Shared Services Centre (IFSSC), PETRONAS Group Treasury, financial institutions, service providers and relevant internal stakeholders. It provides operational advice on foreign exchange and banking matters and coordinates the timely resolution of treasury-related issues.The position also supports the continuous improvement, standardisation, automation and digitalisation of banking and treasury processes to strengthen liquidity visibility, operational efficiency, financial control and financial resilience.Key Accountabilities: Bank Account, Banking Facility and Bank Guarantee ManagementManage and coordinate the establishment, maintenance, renewal and closure of the University’s bank accounts and banking facilities, ensuring that banking arrangements remain current, properly authorised and aligned with operational requirements. Maintain accurate records of bank accounts, authorised signatories, banking mandates, facilities and related approvals, and coordinate changes in accordance with approved governance and delegated authorities. Coordinate inter-bank transfers, cash deposits, bank confirmations and other banking activities, ensuring appropriate approval and supporting documentation. Manage the application, issuance, renewal, amendment, monitoring and cancellation of bank guarantees, including maintaining accurate records and monitoring expiry dates, obligations and related charges.Cash and Liquidity ManagementManage the University’s daily cash position and liquidity requirements by monitoring cash balances, movements and funding needs across designated bank accounts. Optimise the utilisation of available funds by coordinating the daily transfer of surplus cash from physical bank accounts to the IFSSC bank account, taking into account anticipated receipts, payment obligations, operational requirements and minimum liquidity needs, with the objective of maximising interest income while maintaining sufficient funds for day-to-day operations. Identify liquidity gaps, surplus funds and significant or unusual transactions, and provide timely recommendations on cash utilisation, fund transfers and short-term funding requirements within approved policies and authority limits.Cash Flow Forecasting and Treasury Reporting Manage treasury reporting and analysis, covering cash positions, cash flow forecasts, liquidity, bank reconciliations, bank guarantees, banking facilities and costs, non-cash settlements, foreign exchange movements and other treasury information required by management. Analyse significant variances and emerging trends, and coordinate with relevant stakeholders to ensure accurate and reliable information for effective treasury and liquidity management.Receipt Management and Bank ReconciliationManage the University’s receipts and bank reconciliation activities by ensuring incoming funds are accurately verified, recorded and reconciled with the financial records. Monitor and resolve unidentified, unmatched and reconciling items, including bank transfers, interest income, bank charges, foreign exchange movements and non-cash settlements, and coordinate with relevant stakeholders to ensure timely resolution and clearance. Ensure reconciliation records, supporting documentation and review evidence are properly maintained to support accurate financial reporting, effective internal controls and audit requirements.Electronic Banking and Payment/Collection ChannelsManage and coordinate the establishment, maintenance, enhancement and termination of electronic banking, payment gateways, e-commerce facilities and other payment or collection channels. Coordinate with internal stakeholders, financial institutions and service providers on system configuration, transaction and settlement arrangements, access controls, security requirements and operational issues. Monitor the effectiveness and reliability of these channels and ensure timely resolution of transaction failures, settlement discrepancies and service interruptions.Foreign Exchange and Treasury AdvisoryProvide foreign exchange and treasury advisory support to departments and management on exchange rates, foreign currency requirements, exposures and related financial impacts for projects and other University activities. Coordinate banking-related enquiries and documentation relating to foreign exchange and applicable regulatory requirements, and provide treasury support for University events, strategic initiatives and projects. Ensure related transactions and advice comply with approved policies, financial controls, delegated authorities and applicable requirements.Governance, Risk and ComplianceEnsure banking and treasury activities comply with approved policies, procedures, delegated authorities, financial controls and applicable requirements. Maintain appropriate documentation and controls over banking arrangements, cash management, receipts, reconciliations, electronic banking access and treasury activities. Support audit requirements and ensure control weaknesses, unusual transactions, liquidity risks and overdue reconciling items are appropriately followed up and escalated.Stakeholder Support and Continuous ImprovementServe as an operational liaison for banking and treasury matters and coordinate the resolution of issues involving internal departments, PETRONAS, financial institutions and service providers. Support University events, projects and strategic initiatives by providing relevant banking and treasury guidance. Identify and implement opportunities to standardise, simplify, automate and digitalise banking and treasury processes while promoting knowledge sharing and service excellence.MiscellaneousUndertake other reasonable duties assigned by management that are consistent with the position’s purpose and level of accountability. The responsibilities in this Position Description are not exhaustive and may be reviewed periodically to meet operational and organisational requirements.Qualification & ExperienceQualification:Recognized Degree in Finance, Accounting, Banking, Treasury, Business Administration or a related discipline, with relevant experience in banking, treasury, cash management, financial operations or a related area.Professional accounting qualification such as ACCA, CPA, ICAEW, CIMA or equivalent would be an added advantage.Experience:Relevant experience in banking operations, treasury, cash and liquidity management, cash flow forecasting, bank reconciliation, electronic banking, receipt management, or another related financial operations area.Experience dealing with financial institutions, banking facilities, bank guarantees, electronic banking systems, payment or collection channels, and treasury reporting would be relevant to the position.Exposure to SAP/4HANA, digital banking solutions, payment gateways, automation, data analysis, and process-improvement initiatives would be advantageous.Competency:Strong analytical and financial management skills, with the ability to interpret cash flow, liquidity and banking information and identify matters requiring management attention. Good understanding of banking operations, treasury processes, reconciliation and financial controls.Strong coordination and stakeholder management skills are required to work effectively with financial institutions, internal departments and service providers. The position should demonstrate attention to detail, integrity, accountability, confidentiality, problem-solving capability and the ability to manage competing priorities.The role should also demonstrate a continuous improvement mindset, particularly in the use of technology, automation and digital banking solutions to improve the efficiency, control and reliability of Financial Services operations.
