Senior Finance Specialist (Emirati) for Dubai governmentFull time and on-site positionKey RequirementThe candidate must possess a practical understanding of operational processes and projects. Their experience should not be limited to traditional accounting or financial reporting; rather, they should be capable of linking financial data to actual organizational performance and transforming financial information into actionable insights and recommendations.Job PurposeTo provide financial and analytical support to the organization's leadership through the analysis of budgets, projects, contracts, and operational activities, while linking financial performance to operational performance. This role supports decision-making, enhances spending efficiency, and improves the organization's financial sustainability.Key ResponsibilitiesSupport the preparation and review of budgets and financial forecasts and monitor variances.Analyze CAPEX/OPEX and the operating costs of facilities and projects.Review the financial performance of projects and contracts and monitor commitments and cash flows.Prepare and review feasibility studies, business cases, and financial models for projects and initiatives.Identify cost reduction opportunities, improve spending efficiency, and measure realized savings.Assess the financial impact of operational, contractual, and investment alternatives.Support the analysis of investment opportunities, revenue streams, and public-private partnership models.Develop financial reports and dashboards for senior management, linking financial and operational KPIs.Prepare concise executive analyses and recommendations to support strategic and operational decisions.Coordinate with finance, operations, projects, and contracts departments to obtain and validate data.Qualifications and ExperienceBachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field.Minimum of 8 years of experience in financial analysis, financial planning, or a related field.Practical experience in projects, contracts, budgeting, cost management, and financial planning.Experience in government entities, infrastructure, utilities, or asset management is preferred.Professional certifications such as CFA, CMA, ACCA, or equivalent are preferred.Required SkillsFinancial Planning & Analysis (FP&A)Budgeting & ForecastingCAPEX / OPEX AnalysisFinancial ModellingProject & Contract Financial AnalysisBusiness Case & Feasibility AnalysisCost OptimizationROI / NPV / IRR / TCO AnalysisAdvanced Excel (Power BI preferred)Strong analytical skills with the ability to provide clear and actionable recommendations to leadership.
