We inspect facility conditions, identify technical and operational risks, prepare diagnosis reports, develop corrective solutions, produce accurate proposals, support controlled execution and verify completed work.We are seeking an experienced FM techno-commercial professional who can convert client requirements and actual site conditions into technically credible, commercially accurate and executable solutions.Position PurposeThe Senior FM Techno-Commercial & Estimation Engineer will lead technical assessment, facility diagnosis, scope development, BOQ preparation, estimation and proposal development for FM and MEP opportunities.The engineer will inspect sites, define solutions, prepare scopes and BOQs, obtain supplier and subcontractor pricing, build estimates and support proposal presentations.This is not a construction-only estimation role or a general sales position. Direct experience in facilities management, building maintenance, MEP services, corrective works and maintenance contracts is required.Key ResponsibilitiesFacility Inspection & Diagnosis• Conduct detailed inspections of corporate offices and commercial facilities. • Assess HVAC, ventilation, electrical, plumbing, drainage, fire and life-safety, civil and finishing conditions. • Identify defects, maintenance gaps, safety concerns and recurring technical problems. • Use inspection tools and measuring instruments where required. • Record readings, observations, photographs and supporting evidence accurately. • Separate confirmed findings from items requiring further testing or specialist verification. • Prioritise findings according to urgency, safety and operational impact. • Prepare professional facility diagnosis and condition-assessment reports. • Explain findings clearly to non-technical clients.Scope & Technical Solutions• Translate findings and client requirements into complete scopes of work. • Prepare corrective action plans and preventive and corrective maintenance solutions. • Review equipment condition, maintenance history and technical documents. • Identify exclusions, dependencies, missing information and required client inputs. • Recommend practical technical alternatives and phased solutions. • Support value engineering without reducing quality.BOQ, Estimation & Costing• Prepare detailed BOQs and quantity take-offs. • Estimate manpower, materials, tools, equipment, consumables and specialist subcontractor requirements. • Build resource-based estimates and unit-rate breakdowns. • Obtain and evaluate supplier and subcontractor quotations. • Conduct technical and commercial comparisons. • Include direct cost, indirect cost, overhead, risk allowance and required margin. • Maintain an updated pricing database. • Review estimates against site conditions and previous costs. • Identify pricing risks and clearly define assumptions, exclusions and optional items.Tendering & Proposal Preparation• Review RFQs, RFPs, tender documents, drawings, specifications and client requirements. • Attend tender briefings and site visits. • Prepare clarification questions and identify missing information. • Develop complete technical and commercial proposals. • Prepare compliance statements, technical submissions and supporting schedules. • Coordinate inputs from suppliers, subcontractors, operations and business development. • Confirm that proposed solutions are technically compliant, commercially controlled and executable. • Prepare qualifications, exclusions and commercial clarifications. • Maintain proposal records and participate in internal bid reviews.Client & Commercial Support• Attend technical meetings, inspections and proposal presentations. • Present findings, solutions and commercial options professionally. • Respond to technical clarifications and support proposal negotiations. • Develop alternatives where budget limitations exist. • Identify relevant additional opportunities during inspections. • Maintain professional communication with clients, consultants and property managers. • Avoid unsupported technical, commercial or programme commitments.The role supports sales conversion. Strategic account acquisition, the overall sales target and contract closure remain with the Business Development Manager.Supplier, Subcontractor & Execution Support• Identify suitable suppliers and specialist subcontractors. • Issue clear enquiries and compare offers on a like-for-like basis. • Confirm that materials and methods meet required standards. • Assess supplier capability, responsiveness and pricing reliability. • Maintain an approved supplier and subcontractor database. • Prepare a complete technical-commercial handover after award. • Explain the approved scope, assumptions, exclusions and execution requirements to operations. • Review variations before commercial submission. • Conduct technical checks during execution when required. • Verify completed works against the original diagnosis. • Support final inspection, snagging and completion reporting. • Compare estimated and actual costs and document lessons learned.Candidate RequirementsEducation• Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related discipline. • Saudi Council of Engineers registration or eligibility for registration. • Relevant FM, estimation, maintenance or project-management certifications are an advantage.Experience• Minimum 7 years of relevant experience in FM, MEP maintenance, building services, estimation or technical solutions. • Minimum 3 years of professional experience in Saudi Arabia or the GCC. • Proven FM estimation and site-inspection experience. • Experience with corporate offices, commercial properties, hospitality, healthcare or similar environments. • Experience preparing BOQs, estimates and technical-commercial proposals. • Experience pricing preventive maintenance, corrective maintenance and small-project works. • Experience coordinating suppliers and specialist subcontractors. • Client-facing technical presentation experience.Technical & Commercial Skills• Strong HVAC and ventilation knowledge. • Good electrical, plumbing and drainage knowledge. • Awareness of fire and life-safety requirements. • Working knowledge of civil and finishing works. • Understanding of preventive and corrective maintenance. • Familiarity with BMS and controls. • Ability to read drawings, schedules and specifications. • Strong BOQ, quantity take-off, cost build-up and rate-analysis skills. • Advanced Microsoft Excel skills. • Strong numerical, analytical and commercial-risk awareness. • AutoCAD, PlanSwift, CostX, Candy or CAFM experience is an advantage.Communication & Working Style• Strong written and spoken English.
