We invest in sustainable development projects in developing countries and deliver solutions that enable other Development Finance Institutions to be more impactful.We have built a multi-disciplinary organisation of 46 staff based in Brussels, Belgium.For more information, visit www.edfimc.euYour mission Under the supervision of Guarantee Manager, the Senior Guarantee Officer (a new position), will:manage the deployment of several guarantee programmes that provide financial support to EDFI projects in developing countries and emerging markets (focus on Sub-Sahara Africa and EU Neighbourhood),manage periodic reporting responsibilities by developing tools and reports and ensuring compliance with reporting obligations andplay a key role in coordinating the transformation and scaling of the Guarantee business, including supporting the development and implementation of new systems and digital solutions to support the continued scaling of the guarantee operations.The EU Guarantees Officer will work hand in hand with the Mandate team who is responsible for the preparation, design, and negotiation new EU mandates mainly in the areas of EFSD+ external action guarantees, EU Technical Assistance and EU Blending.Key responsibilities 1/ EFSD+ programme managementContribute to the screening of project proposals to ensure coherence and compliance with the eligibility and additionality requirements of the guarantee programmesPrepare and present project proposal memos and project updates to senior management at decision committeesCommunicate with EDFI investment teams for pre-screening of deals, delivering trainings, information sessions, portfolio monitoring, reporting etc.Data collection and analysis, handling data enquiriesManage financial/legal/project information by maintaining Excel models and dedicated guarantee deal flow systemProcess change requests and waiver requestsMonitor compliance with contractual agreements that EDFI MC has in place with the European Commission and the EDFIsProvide support to the Guarantee Manager and Mandate Team in the development of new programmes and various ad hoc tasksInteract with European Commission staff to ensure smooth operation of guarantee programs, including reporting and management of fee revenue2/ Monitoring and reportingCoordinate and manage the collection and analysis of portfolio data from EDFIs for multiple guarantee programs (including impact reporting)Design, refine/improve and review templates to the European CommissionCoordinate and actively monitor and report on a portfolio of projects supported by EDFI MC and draft reports to a high standard for the European Commission and EDFIsPrepare and manage periodic pipeline review preparation for the European CommissionManage calculation and collection of fees related to the guarantee programmesWork with EDFI MC Finance to manage the provision of data to enable timely production of financial statementsEnsure adherence to contractual reporting timelines and programme ramp-up goals3/ Business transformationCoordinate/project manage the development and implementation of new systems and digital solutions to support the continued scaling of the growing guarantee operations.Support the continuous improvement of guarantee management processes and systems.The role holder will help ensure that operational, risk management and reporting requirements are effectively translated into system functionality.Required skills and experience.The ideal candidate for the offered position offers the following qualifications:Degree in Business Administration, Economics or Finance.5 - 8 years of relevant work experience in banking (development or commercial) accounting, auditing or banking – middle / back officeAt least 2 years of experience in a similar position in an EU institution, European Development Finance Institution, representative office, consultancy etc.Meticulous, detail oriented and good with numbersFinancial analysis / corporate finance skills / analytical skills (Excellent Microsoft Office skills (in particular Excel and PowerPoint skills), familiarity with debt/equity financing by banks/EDFIS and legal contracts/loan documentation)Prior experience of project management, business transformation, process improvement or systems implementation projects would be an advantageTeam player, and efficient problem-solving capabilitiesProfessional and results driven. Able to work on their own initiative and coordinate team membersExcellent written and oral communication skills in English (French and/or Dutch is an advantage)Service-minded, strong interpersonal and communications skillsInterested in emerging and developing marketsThe Senior Guarantee Officer will be based in Brussels.
