Location: UAESalary: AED 15,100 per monthJob PurposeWe are seeking an experienced Senior HSE Engineer to manage and monitor Health, Safety and Environment (HSE) requirements across power, substation and infrastructure project sites.The role will ensure effective implementation of the Project HSE Plan and compliance with TAQA Transmission System Safety Rules (SSR), ISO 45001, Permit-to-Work (PTW) requirements, and applicable HSE standards.The successful candidate must have strong experience working in or near live electrical infrastructure, including substations, grid stations, overhead line (OHL) corridors, cables and other high-voltage power infrastructure.Key ResponsibilitiesImplement and monitor the Project HSE Plan, HSE policies and procedures across all project sites.Conduct site HSE inspections, audits and safety observations and prepare compliance reports for the client and internal management.Deliver HSE inductions, toolbox talks, safety briefings and training in accordance with the project training matrix.Coordinate and monitor Permit-to-Work (PTW) activities for works in or near live substations, grid stations, cable routes, OHL corridors and gantries.Ensure site activities comply with TAQA Transmission System Safety Rules (SSR) and applicable electrical safety requirements.Identify unsafe conditions and high-risk activities and ensure appropriate corrective and preventive actions are implemented.Lead and support investigations of incidents, near misses and safety observations, including root-cause analysis and corrective-action tracking.Support the development and implementation of Emergency Response Plans (ERP) and participate in emergency drills.Review and monitor subcontractor HSE documentation, method statements, risk assessments and HSE performance.Maintain HSE records, inspection reports, incident reports and compliance documentation.Promote a proactive safety culture across multi-site and multi-contractor project environments.Liaise confidently with client HSE teams, PTW authorities, project management and subcontractors.Qualifications & ExperienceNEBOSH IGC, NEBOSH Diploma, or equivalent recognized HSE qualification.Minimum 5 years of HSE experience, preferably within:Power transmission and distribution projectsElectrical substations / grid stationsHigh-voltage infrastructurePower utility projectsTelecom or infrastructure constructionDemonstrated experience working in or near live electrical infrastructure.Strong practical knowledge of Permit-to-Work (PTW) systems and electrical safety procedures.Experience with ISO 45001 / Occupational Health & Safety Management Systems.Experience conducting HSE inspections, audits, incident investigations and root-cause analysis.Previous experience with TAQA/TRANSCO projects or Transmission System Safety Rules (SSR) would be highly advantageous.Key SkillsHealth, Safety & Environment (HSE)Power & Substation SafetyPermit-to-Work (PTW)Electrical SafetyHSE Audits & InspectionsISO 45001Risk AssessmentIncident InvestigationRoot Cause Analysis (RCA)Emergency Response PlanningSubcontractor HSE ManagementNEBOSH
