Senior Information Technology Manager

Senior IT Manager📍 Dubai, UAE | Utilities / Energy SectorOur client is a leading UAE-based organisation in the utilities and district cooling sector, currently seeking an experienced Senior IT Manager to lead its enterprise technology function and drive digital transformation, technology innovation, cybersecurity, and IT operations.

Key Responsibilities

• Lead the overall IT strategy, roadmap, governance, and technology operations.
• Manage enterprise applications, with a strong focus on Oracle Fusion and Oracle Utilities/OUCCS.
• Drive digital transformation, automation, AI adoption, analytics, and customer-focused technology solutions.
• Oversee cloud, infrastructure, IT operations, cybersecurity, business continuity, and disaster recovery.
• Lead IT risk, compliance, ISO, ITGC, cybersecurity, and regulatory audits.
• Manage major IT programmes, strategic vendors, technology contracts, and IT CAPEX/OPEX budgets.
• Provide technology updates and recommendations to senior management and governance committees.
• Lead and develop a multidisciplinary IT team.

Requirements

• 12–15+ years of progressive IT experience, including enterprise IT leadership.
• Strong experience with Oracle Fusion Applications and Oracle Utilities/OUCCS.
• Proven background in digital transformation, cloud, cybersecurity, enterprise applications, and IT operations.
• Experience managing IT budgets, vendors, outsourcing/AMS contracts, and large-scale technology programmes.
• Experience in utilities, energy, infrastructure, or other regulated/customer-intensive environments is preferred.
• Strong executive stakeholder and Board-level communication experience.Mandatory Certifications:
• Oracle Fusion Certified
• ISO 27001 Lead Auditor
• PMPPreferred: ITIL, TOGAF, CISM/CISSP or equivalent.Language: Fluent English; Arabic is an advantage.
