Our transformative programs are a driving force to achieving Vision 2030, as well as leading the world towards regenerative tourism.Join RSG and be part of the positive change for Saudi Arabia and the world.Job PurposeThe position is responsible for overseeing the strategic, operational, and financial performance of a portfolio of civic assets, which may include hospitals, schools, and other community-serving facilities.This role bridges asset operations and investment management, ensuring that all facilities deliver high standards of service, operational efficiency, regulatory compliance, and sustainable financial performance. The role ensures assets are effectively maintained, operated, and optimized to support community needs while delivering long-term value for the asset owner.Job ResponsibilitiesOversee the operational and financial performance of a portfolio of civic assets, with a key focus on healthcare & educationMonitor asset performance indicators such as occupancy/utilization levels, service delivery standards, operational efficiency, lifecycle costs and operator performance.Develop and execute annual asset management and business plans aligned with ownership objectives.Conduct regular performance reviews with facility operators.Ensure assets are maintained in accordance with contractual requirements, regulatory standards, and operational best practices.Policies, Systems, Processes, Procedures, Standards and ReportsOversee the smooth handover of new assets from the project delivery team into operational management.Verify and secure all required documentation, warranties, asset registers, and maintenance plans during handover.Manage outsourced operations contracts, ensuring operators deliver services as per agreed KPIs, SLAs, and performance standards.Review operator reports, track performance, and ensure timely rectification of operational and maintenance issues.Prepare and manage annual operations and maintenance (O&M) budgets, including monitoring expenditures and approving invoices.Implement and maintain asset management policies, systems, processes, and standards across the civic asset portfolio.Ensure operators operate in line with approved procedures and reporting frameworks including all necessary authority requirementsMaintain accurate asset data, lifecycle records, and performance reports to support asset management decision-making.Act as the main point of contact between operators, and internal stakeholders.Provide regular updates to senior leadership on asset performance, risks, lifecycle planning, and financial status.Safety, Quality & Environment Ensure all operators comply with company policies, health & safety standards, and regulatory requirements.Monitor compliance with applicable healthcare, education, and public safety regulations where relevantReview audit findings and implement corrective actions with contractors.Continuous Improvement Recommend improvements in asset management practices, maintenance strategies, contractor performance, and cost efficiency.Identify opportunities to optimize asset utilization, reliability, and lifecycle performance.Support adoption of asset management best practices (aligned to ISO 55000 where applicable).Job Stakeholders (Relationship)InternalExecutive Leadership / Senior ManagementProject Delivery / Construction TeamsFinance DepartmentProcurement / Contracts TeamOperations & Maintenance Support TeamsPlanning & Strategy TeamsExternalFacility OperatorsOutsourced Maintenance Contractors / Service ProvidersPPP Operators / ConcessionairesRegulatory Authorities / Government AgenciesLocal Municipalities / Utility ProvidersConsultants / AuditorsEnd Users / Community StakeholdersJob RequirementsQualification and ExperienceBachelor’s degree in Engineering, Facilities/Asset Management, or related field.10+ years of experience in infrastructure operations, contract management, or asset management.Experience managing civic, healthcare, education, or public sector assets is preferred.SkillsStrong skills in vendor and contractor management, budgeting, and performance monitoring.Knowledge of lifecycle asset management principles.Excellent communication and stakeholder management skills.Job ContextRequires a team player attitude and the flexibility to provide assistance where neededRobust and articulate communication skills, both verbal and writtenSensitivity to and respect for the confidential nature of the subject matter of the job and the departmentCommitment to high standards of excellence and possess an uncompromising level of personal integrityHigh energy, charisma, team oriented, strong work ethic, problem-solving capabilities and follow throughRequires excellent interpersonal skills and a high level of professionalism
