Apply & track with Apply EdgeAre you an experienced budget management professional with strong Department of Finance (DoF) experience and a background in manpower budgeting and workforce planning?We are seeking a Senior Manager – Budget Management & Reporting to oversee manpower budget management, forecasting, financial reporting and regulatory compliance within a large, complex organisation.This role will play a key part in managing a substantial manpower budget, ensuring alignment with DoF regulations and providing meaningful financial insights to support workforce planning and strategic decision-making.Key ResponsibilitiesLead the preparation, consolidation and management of the annual manpower budget, ensuring accurate costing across headcount, salaries, benefits and other workforce-related expenses.Manage monthly budget forecasting, expenditure monitoring and variance analysis, identifying risks and recommending corrective actions.Ensure compliance with Department of Finance (DoF) regulations, guidelines, reporting requirements and budgetary ceilings.Oversee budget reporting and system updates across platforms including Hyperion, Finsight and GRP.Develop short- and long-term manpower cost forecasts aligned with organisational strategy and workforce plans.Prepare management reports, cost analysis and productivity insights to support workforce planning committees and senior stakeholders.Monitor headcount movements, budget transfers and manpower costs to ensure adherence to approved budgets.Coordinate with Finance, HR, Workforce Planning and external audit stakeholders on budget submissions, reporting and compliance matters.Analyse workforce cost trends and develop cost models to support effective planning and decision-making.RequirementsBachelor’s degree in Finance, Business Administration, Human Resources Management or a related discipline.5–7 years of relevant experience in budget management, financial planning, forecasting and reporting.Essential: Direct experience working with Department of Finance (DoF) regulations, systems, processes and governance requirements.Strong experience managing and reporting on manpower or workforce budgets, ideally within a large or complex organisation.Good understanding of HR cost elements, including salaries, benefits, headcount planning and workforce-related expenditure.Experience with Hyperion, Finsight and/or GRP systems.Advanced Microsoft Excel skills, including financial modelling, simulations, forecasting and scenario analysis.Strong analytical, reporting and stakeholder management capabilities.Availability: Preference will be given to candidates available immediately or a maximum 30 days after accepting the offer.We are looking for a candidate who will be able to work in United Arab Emirates.
