Senior Manager, Facility Management

The Company is focused on manufacturing industrial robots that support the next generation of automation and smart manufacturing.Position SummaryLead Sapphire’s facilities, infrastructure, utilities, and workplace services, ensuring safe, compliant, reliable, and cost-effective operations. Responsible for asset management, maintenance, workplace planning, vendor and contract management, budgeting, and lifecycle planning, while partnering with SILZ, regulators, service providers, and internal stakeholders to support operational excellence and future growth.The role will also serve as a key interface with SILZ, relevant regulatory authorities, contractors, OEMs, facility-management service providers, and internal stakeholders on all facility-related matters.Key Responsibilities1. Facility Strategy & PlanningDevelop and execute the facility management strategy aligned with business objectives, manufacturing requirements, workforce growth, and operational plans.Establish short- and long-term plans covering infrastructure, utilities, asset lifecycle, maintenance, workplace requirements, capacity, and service delivery.Develop the Facility Management operating model, including responsibilities, outsourced services, governance, escalation, and performance requirements. Identify and manage facility, utility, infrastructure, critical-asset, and business-continuity risks.Provide FM input into business planning, CAPEX planning, expansion projects, and future site requirements.2. Construction Handover & Operational ReadinessLead transition of facilities from construction/project delivery into operational ownership and steady-state FM.Coordinate facility handover and acceptance, ensuring requirements are tracked and formally closed.Ensure completion of snagging/punch-list items and handover deliverables, including as-built drawings, O&M manuals, asset registers, warranties, certificates, testing/commissioning records, training documents, and spare-parts information.Ensure assets and systems are transferred into FM maintenance and asset-management frameworks.Identify readiness gaps and establish corrective actions, owners, and completion dates.Track and manage warranty and Defects Liability Period requirements.3. Facility Operations & MaintenanceLead safe, reliable, and efficient operation and maintenance of facilities, infrastructure, utilities, equipment, and common areas.Implement preventive, predictive, corrective, and condition-based maintenance based on asset criticality and operational requirements.Establish and monitor SLAs and KPIs for service-provider performance.Manage soft services including housekeeping, catering, landscaping/irrigation, pest control, waste management, and other contracted services.Coordinate planned shutdowns and major maintenance with Operations to minimize disruption.Coordinate workplace technology, AV systems, digital infrastructure, and related site requirements with relevant functions.4. Asset Management & CMMS/CAFMEstablish and maintain the facility asset register and hierarchy, including criticality and lifecycle information.Lead effective implementation and use of CMMS/CAFM for work orders, preventive maintenance, asset history, spare parts, inspections, and reporting. Establish asset criticality and maintenance priorities based on operational, safety, regulatory, and business-continuity risks.Develop lifecycle replacement and refurbishment plans for critical assets.Monitor asset condition, reliability, recurring failures, and maintenance history to identify improvements.Incorporate OEM recommendations, warranties, statutory inspections, and maintenance obligations into programs.5. Contract & Vendor ManagementLead development, sourcing, technical evaluation, mobilization, and management of FM contracts and service agreements.Develop clear scopes, SLAs, KPIs, deliverables, staffing, response times, and performance standards.Monitor contractors against contractual obligations, SLAs, quality standards, and Sapphire requirements.Conduct performance reviews and ensure corrective actions where performance falls below expectations.Manage OEM and specialist service-provider relationships for critical systems and equipment.Ensure contractor resources are qualified, certified, mobilized, and supervised.Validate service completion and performance before certification of facility-related invoices, where applicable.5. Permitting & Regulatory ComplianceLead FM coordination with SILZ and relevant regulatory/statutory authorities.Ensure facility permits, licenses, inspections, certificates, and approvals are obtained, maintained, monitored, and renewed on time.Maintain a compliance calendar and complete, auditable regulatory records.Ensure facility operations comply with legal, regulatory, environmental, safety, and technical requirements.Identify compliance gaps and ensure timely corrective action and escalation.Support regulatory inspections, audits, and authority visits.6. EHSS & Emergency PreparednessPartner with EHSS to ensure facility infrastructure, maintenance, and contracted services comply with EHSS requirements.Support emergency response, fire and life safety, evacuation, and business-continuity arrangements.Ensure emergency and life-safety systems are maintained, inspected, tested, and available.Participate in drills, risk assessments, inspections, audits, incident investigations, and corrective actions.Ensure contractors comply with permit-to-work and applicable EHSS controls.Ensure facility maintenance activities are appropriately risk-assessed and controlled.7. Workplace Planning & Space ManagementLead workplace and space planning to support growth and changing business requirements.Manage workspace allocation, layouts, furniture, relocations, fit-outs, and move management.Establish workplace standards for offices, meeting, common, welfare, and support areas.Coordinate workplace requirements with HR, IT, Operations, EHSS, Security, and other functions.8. Budgeting & Financial ManagementDevelop and manage annual Facility Management OPEX and CAPEX requirements within approved budgets.Forecast expenditures for service contracts, utilities, maintenance, spare parts, equipment, supplies, refurbishments, and infrastructure requirements.Monitor actual expenditure against approved budgets and investigate and report material variances.Identify and implement cost-efficiency opportunities without compromising safety, compliance, asset reliability, or operational requirements.9. Policies, Procedures & GovernanceDevelop and implement Facility Management policies, procedures, standards, controls, and operating guidelines.Establish governance for maintenance, contractor management, asset management, workplace services, facility modifications, access requirements, and other Facility Management activities.Establish appropriate approval, escalation, documentation, and change-control processes.Conduct periodic reviews and drive improvements based on audits, operational feedback, performance results, incidents, and benchmarking.10. Performance Management, Reporting & Continuous ImprovementEstablish and monitor Facility Management KPIs covering asset availability and reliability, preventive-maintenance compliance, corrective-maintenance performance, response time, regulatory compliance, vendor SLA performance, utility efficiency, cost performance, service quality, and customer satisfaction.Establish dashboards providing visibility of critical systems, maintenance status, vendor performance, compliance requirements, risks, and expenditure.Identify performance gaps, recurring failures, operational risks, and improvement opportunities and ensure appropriate corrective actions are implemented.Conduct root-cause analysis for significant or recurring facility failures and ensure sustainable corrective actions are implemented.Qualifications & ExperienceBachelor’s degree in Mechanical Engineering or Electrical Engineering.Professional certification in Facility Management, Asset Management, Project Management, or Maintenance & Reliability is preferred.Minimum 7–10 years of relevant experience, including significant experience in Facility Management, industrial facilities, manufacturing sites, or complex infrastructure environments, including at least 2 years in a leadership or managerial role.Experience with CMMS/CAFM, asset management, preventive maintenance, SLA/KPI management, budgeting, and lifecycle planning.Skills & CompetenciesStrong strategic planning, facility mobilization, and operational-readiness capability.Strong understanding of industrial and manufacturing facility requirements, critical utilities, infrastructure, and business continuity.Strong understanding of preventive, predictive, and corrective maintenance strategies, asset criticality, and maintenance-performance management.Sound understanding of facility-related regulatory, statutory, EHSS, environmental, fire & life safety, and compliance requirements.Strong budgeting, cost control, forecasting, lifecycle-cost management, and analytical capability.Strong negotiation, communication, influencing, escalation, and executive-reporting skills.Strong problem-solving, root-cause analysis, risk assessment, and decision-making capability.
