Apply & track with Apply EdgeQiddiya is seeking an experienced Senior HSE Manager to lead all Health, Safety and Environmental activities across the Racecourse Development Project, comprising a world-class horse racing track, grandstand, associated hospitality facilities, stables, infrastructure and supporting works.The successful candidate will provide strategic HSE leadership throughout the design, construction and commissioning phases, ensuring compliance with Qiddiya, PIF and Kingdom regulations, whilst driving a proactive safety culture across all contractors, consultants and project stakeholders.This individual must possess a unique blend of client-side governance and assurance experience together with hands-on delivery experience gained with a Tier 1/Main Contractor on large-scale complex construction projects. Experience working on major PIF developments within Saudi Arabia is strongly preferred.
Key Responsibilities
HSE Leadership & GovernanceLead the development, implementation and continual improvement of the Project HSE Management SystemEstablish project-specific HSE strategies, objectives, KPIs and performance targetsServe as the primary HSE advisor to the Project Director and senior leadership teamEnsure compliance with all Qiddiya, PIF, regulatory authority and international best practice requirementsPromote a culture of safety leadership, accountability and continuous improvement across the projectContractor ManagementLead HSE prequalification, technical evaluations and reviews of contractors and subcontractorsReview and approve Contractor HSE Plans, Risk Assessments, Method Statements and Emergency Response PlansConduct regular audits, inspections and assurance reviews of contractor performanceDrive corrective action and closeout of observations, NCRs and safety violationsMonitor contractor competency, staffing levels and HSE resource deploymentConstruction Safety Oversee safe delivery of all construction activities relating to: Racecourse and track worksGrandstand constructionStructural steel erectionTemporary worksHeavy lifting operationsEarthworks and infrastructureUtilities and MEP installationsTesting and commissioning activities Ensure effective implementation of permit-to-work systems, work-at-height controls, lifting operations, excavation safety and contractor management processes. Assurance & Performance MonitoringDevelop and maintain project HSE dashboards and performance reporting systemsMonitor leading and lagging indicators and identify emerging risksLead incident investigations and ensure effective root cause analysis and corrective actionsProduce executive-level HSE reports for senior stakeholdersConduct trend analysis and communicate lessons learned across the programmeStakeholder ManagementCollaborate with Project Management Consultants, Design Consultants, Contractors and Regulatory AuthoritiesSupport project leadership in managing HSE-related risks and strategic decisionsRepresent the project in executive HSE forums, audits and governance reviewsBuild strong relationships with internal and external stakeholders to drive exceptional HSE outcomesWorker Welfare & Environmental ManagementChampion worker welfare standards across all project sitesEnsure effective environmental management systems are implementedMonitor compliance with environmental permits, sustainability objectives and ESG commitmentsPromote wellbeing initiatives and workforce engagement programmesRequirementsBachelor degree in Engineering, HSE or related disciplineNEBOSH Diploma and professional certifications such as CSP, CMIOSH, ISO 4500 Lead Auditor preferredExperience Minimum 10 years HSE experience on major construction projectsMust possess both client-side/PMC experience and Tier 1 contractor experienceStrong preference for candidates who have already on PIF giga-project experience or globally recognized construction mega projects
